# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 1 — Future Tense

Imagining plausible climate-changed futures to illuminate choices we face today

### Feature Story

- [Racing the Thermometer](<https://anchor.is/docket/issue/1/futures/article/3425/markdown>) — By [Dr. Elena Rodriguez](<https://anchor.is/docket/team/17/markdown>) · Published 2025-10-07 · Format: Speculative Futures

Keep picturing this construction worker. Phoenix, 2037—tools down at 9 AM sharp because outdoor work becomes illegal after that. Last Tuesday OSHA dropped their proposed heat safety rule, mandating breaks at 80°F, serious protections at 90°F. The comment period closes January 14th. This isn't some far-off policy thing anymore—we're literally watching the blueprint for restructuring entire industries around unlivable heat. Construction workers become the test case for how America handles climate adaptation when the economy itself starts breaking down in real time.

### Fiction Meets Reality

- **Iran+100: Gender Reversals and Oil-Scarred Landscapes in 2053** — [Source](<https://www.newarab.com/features/iran100-writers-confront-irans-past-imagine-its-future>) — Published 2025-10-08

Anthology imagines future Iran where gender power flips and oil extraction leaves literal scars on landscape. Present politics made visceral.

- **McEwan's 2119 Britain: Students Walk Out on "Unforgiving History"** — [Source](<https://www.oxfordstudent.com/2025/09/15/what-we-can-know-the-future-according-to-ian-mcewan/>) — Published 2025-10-08

Future students studying our era ask why they should care about people who saw climate change coming and did nothing anyway.

- **Pakistan's Climate Fiction Gap Means Floods Always Feel Like Surprises** — [Source](<https://www.pakistantoday.com.pk/2025/09/26/science-fiction-in-pakistani-literature/>) — Published 2025-10-08

Without speculative literature, disasters hit as shocks. No narrative preparation for what the science already predicted.

### In Conversation

- [The Lawyer Who Switched Sides in Climate Court](<https://anchor.is/docket/issue/1/futures/article/3426/markdown>) — Published 2025-10-07

*In a coffee shop near the federal courthouse in San Juan, I meet with someone who asked to be identified only as "Statute McLoophole"—a pseudonym that, they assure me with a wry smile, captures both their former specialty and current sense of humor about it. McLoophole spent fifteen years crafting legal strategies for fossil fuel companies before becoming a consultant for climate litigation plaintiffs. They're in Puerto Rico following the recent federal court dismissal that ruled municipalities waited too long to file their climate damage claims.*

### Plausible Futures Grid

- **Adaptation Becomes Investable at Scale** — [Source](<https://www.bcg.com/publications/2025/investment-opportunities-in-climate-a-and-r>) — Published 2025-10-08

Tag: 5-year horizon

Private equity finally sees the spreadsheet: flood walls, drought-resistant seeds, emergency medical capacity all pencil out. Capital flows toward climate-resilient materials. The market already exists, just needed someone to price it.

- **Warning Systems Outperform Infrastructure Spending** — [Source](<https://www.wri.org/news/release-wri-study-finds-climate-adaptation-investments-yield-massive-returns>) — Published 2025-10-08

Tag: 5-year horizon

Municipalities discover that flood alerts and evacuation protocols deliver better returns than seawalls. Heat stress monitoring costs less than emergency room surges. Lives saved become line items. Cities accelerate implementation once they calculate avoided losses.

- **Health Infrastructure Delivers Highest Returns** — [Source](<https://www.wri.org/news/release-wri-study-finds-climate-adaptation-investments-yield-massive-returns>) — Published 2025-10-08

Tag: 10-year horizon

Protecting populations from heat stress, malaria, dengue generates 78 percent returns. Fewer climate deaths, maintained productivity, reduced emergency costs. The benefits compound faster than anyone predicted. Health adaptation becomes the obvious priority, finally.

Drought irrigation supports year-round diverse crops. Evacuation centers host community events. Coastal barriers become recreational spaces. Over half the value materializes without disasters occurring. Adaptation infrastructure doubles as normal infrastructure, which changes the math entirely.

- **Real-Time Vulnerability Data Reshapes Policy** — [Source](<https://povertyevidence.org/building-resilient-futures-a-data-revolution-for-climate-vulnerable-populations/>) — Published 2025-10-08

High-frequency household surveys track climate shock recovery across health, food, water, energy. Georeferenced data trains AI predicting who needs help before they ask. National statistical offices build permanent capacity measuring adaptation as it happens.

- **Frontline Communities Still Locked Out** — [Source](<https://www.unepfi.org/themes/climate-change/finance-that-works-for-the-frontlines-elevating-local-voices-in-climate-adaptation/>) — Published 2025-10-08

Tag: 10-year horizon

Adaptation funding increases but flows past the people who need it. Short-term grants ignore local ecosystem knowledge. Private investment targets individual businesses, missing community-wide resilience. Transaction costs remain too high for those actually living the risk.

- **Incremental Coping Replaces Deep Transformation** — [Source](<https://link.springer.com/article/10.1007/s11625-024-01608-0>) — Published 2025-10-08

Tag: 20-year horizon

Transformational adaptation remains strikingly rare despite urgent need. Vulnerability assessments proliferate while infrastructure development and regulatory overhauls lag. Incremental adjustments dominate. Business-as-usual approaches reproduce existing power relations. Deep systemic change stays theoretical.

- **Climate Variability Triggers Ecosystem Cascades** — [Source](<https://www.cliccs.uni-hamburg.de/publications/hamburg-climate-futures-outlook.html>) — Published 2025-10-08

Tag: 20-year horizon

Long-term warming plus unpredictable year-to-year fluctuations produce ecosystem disruptions with devastating consequences. Agricultural zones shift. Water systems fail. Migration accelerates. The physics is clear but timing remains genuinely uncertain, which makes planning nearly impossible.

- **Net-Zero by 2050 Looks Implausible** — [Source](<https://www.cliccs.uni-hamburg.de/publications/hamburg-climate-futures-outlook.html>) — Published 2025-10-08

Tag: 20-year horizon

Corporate responses, consumption patterns, fossil-fuel divestment failures inhibit deep decarbonization. Social drivers support transition but lack decisive momentum. Net-zero becomes aspirational rather than achievable. Sustainable adaptation shifts from temporary bridge to permanent necessity.

### Speculative Design and Planning

- **Bio-Resilience Bonds: Financing Microbial Infrastructure for Climate Adaptation** — [Source](<https://buescholar.bue.edu.eg/cop30/106/>)

Financial designers treat soil bacteria as measurable infrastructure assets, using biosensors and blockchain to monetize carbon sequestration and methane reduction by living microbial systems.

Can you securitize dirt? Planners are creating performance metrics and revenue streams for soil ecosystems like they're municipal bonds.

Why monetize microbes? Global adaptation needs hit $2.7 trillion, forcing professionals to reimagine infrastructure beyond concrete and steel.

- **Adaptive Planning for Indonesia's Power Grid Under Climate Uncertainty** — [Source](<https://jurnal.ppibelanda.org/index.php/jppib/article/view/70>)

Engineers designing Indonesia's renewable supergrid build flexibility into systems because they can't predict which climate impacts hit when or how severely.

How do you design for unknowns? Grid planners account for extreme heat degrading generation and flooding from sea-level rise simultaneously.

What's at stake financially? Adaptive design prevents locking into infrastructure that becomes obsolete when climate projections shift, protecting decades of investment.

- **Zanzibar's Urban Planners Design Shade Tree Networks for Heat Adaptation** — [Source](<https://hal.science/hal-05297465/>)

Urban designers prioritize markets and open spaces for biocooling tree networks after road construction eliminated shade, disproportionately affecting traders, elderly, and disabled residents.

Who bears heat risk? Professionals treat urban temperature as infrastructure requiring designed solutions, not individual adaptation to rising mercury.

What gets sacrificed? Inadequate watering systems and development pressure force choices between immediate housing needs and long-term heat resilience.

- **Latin American Housing Policy Redesigned for Climate and Health Resilience** — [Source](<https://www.sciencedirect.com/science/article/pii/S0264275125008443>)

Brazil's massive affordable housing program now embeds climate adaptation through strategic location and energy efficiency, though implementation gaps persist between policy and practice.

Where will millions live? Architects and policymakers redesign housing itself as climate adaptation infrastructure, not just shelter from weather.

Does policy translate to reality? Recent reforms improve sustainability alignment but remain largely normative, with professionals still figuring out implementation.

### Technology Making Futures Possible

- [The Boring Technologies Actually Changing Climate Adaptation](<https://anchor.is/docket/issue/1/futures/article/3445/markdown>) — Published 2025-10-07

CRISPR-edited mustard greens already sit on grocery shelves. New Mexico farmers report 50% yield increases from composting systems that cost less than a used pickup. Fervo Energy applies fracking techniques to geothermal, making renewable baseload power viable beyond volcanic hotspots. These aren't speculative futures. They're technologies people are betting livelihoods on right now, while venture capital chases shinier objects and climate tech investment faces what one CEO calls an "extinction event."
