# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 11 — Cascading Effects

How climate reshapes business, insurance, and infrastructure affecting everyday lives

### Living Inside Failing Systems

- [The Letter Nobody Asked For](<https://anchor.is/docket/issue/11/systems/article/6542/markdown>) — By [Maya Jiménez](<https://anchor.is/docket/team/19/markdown>) · Published 2025-12-18 · Format: System Witness

The letter from Citizens Property Insurance gives Carmen Ruiz thirty days. She's being transferred to a company called Slide Insurance whether she wants it or not. Carmen's mother lost everything in Hurricane Andrew when her insurer went bankrupt. That's why Carmen chose the state option in the first place.

### One Person's Impossible Choice

- [An Insurance Agent Who Stopped Believing in Insurance](<https://anchor.is/docket/issue/11/systems/article/6543/markdown>) — Published 2025-12-18

Barb Vandermeer has been selling insurance in Grand Rapids, Michigan for twenty-eight years. Her office sits in a converted Victorian on the east side, where she keeps her grandfather's underwriting manuals on a shelf behind her desk—leather-bound volumes from the 1960s that calculated risk based on assumptions that no longer hold. Last year, three carriers she'd worked with for over a decade stopped writing new homeowner policies in Kent County. This year, two more followed.

### This Week's System Shock

- [California Homeowners Paying for Wildfire Losses They Never Filed](<https://anchor.is/docket/issue/11/systems/article/6544/markdown>) — Published 2025-12-18

Check your California insurance bill this year for a line item you've never seen before: a surcharge covering wildfire losses in neighborhoods you don't live in, for claims you never filed. After January's Los Angeles fires nearly collapsed the state's insurer of last resort, regulators approved a $1 billion assessment on private carriers. Half gets passed straight to policyholders.

### Six Climate Decision Points

A letter arrives. An insurance cancellation notice with sixty days to find new coverage. A generator quote on your kitchen counter while you calculate hours without power. A form from your supplier explaining why the component you need is underwater in North Carolina.

Climate change shows up as paperwork requiring signatures, phone calls from contractors booked solid through next year, spreadsheets where the numbers stopped working. The systems we built our lives around are recalibrating. The adjustments land on individual doorsteps as decisions nobody planned to make.

Six snapshots of people standing at that crossroads right now.

Your homeowner's insurance non-renewal notice gives sixty days. The letter cites "portfolio management in high-risk areas." You've filed no claims, missed no payments. Three calls later: quotes run triple your old premium. Most companies won't write policies at all.

- **Twenty-Six Hours Without Power** — [Source](<https://www.openpr.com/news/4314641/texas-home-generator-sales-jump-150-following-grid-challenges>) — Published 2025-12-18

The generator quote sits on your kitchen counter: $12,000 installed. You lost twenty-six hours of power last year. Spoiled food, missed work, elderly neighbors without AC during August heat. Installations are backed up four months. Your spouse keeps asking if this is really necessary.

- **Federal Money Covers Half** — [Source](<https://www.fsa.usda.gov/news-events/news/08-05-2024/biden-harris-administration-invests-400-million-address-drought>) — Published 2025-12-18

Tag: Agricultural Investment

The USDA drought funding pays $180,000 toward new drip irrigation. You cover the rest. The system might extend your alfalfa operation another decade. Or climate patterns shift again and the investment becomes obsolete. Your water allocation dropped thirty percent this year. The dealer needs an answer by Friday.

- **When Your Supplier's Supplier Floods** — [Source](<https://resilinc.ai/blog/resilinc-reveals-the-top-5-supply-chain-disruptions-of-2024/>) — Published 2025-12-18

The component you need ships from a facility that's underwater in North Carolina. Your offshore alternative costs forty percent more with twelve-week lead times. You have standing orders from customers who've been patient through two previous delays. Switching suppliers means retooling everything.

- **Elevation Costs More Than You Paid** — [Source](<https://www.bradley.com/insights/publications/2024/05/huds-federal-flood-risk-management-standard-final-rule-to-help-communities-reduce-flood-damage-but-t>) — Published 2025-12-18

Tag: Coastal Property

Raising your house two feet above base flood elevation runs $85,000. Nearly what you paid for the property in 2019. Your flood insurance premium jumped from $2,100 to $4,200 annually under updated risk models. The contractor is booked solid with similar projects through next summer.

- **Absorbing Tariffs or Losing Contracts** — [Source](<https://www.mckinsey.com/capabilities/operations/our-insights/supply-chain-risk-survey>) — Published 2025-12-18

Tag: Manufacturing Economics

New tariffs add eighteen percent to your material costs. Pass it through and lose price-sensitive contracts. Absorb it and erase your margin. Your domestic supplier alternative exists but can't match your volume needs. The CFO wants your decision before next quarter's bids go out.

Systemic risk data is thorough. The homeowners stuck with inadequate state-run plans? Not mentioned once.

Logistics data is solid. How procurement delays translate to empty hardware store shelves during disasters gets zero coverage.

Policy mechanisms explained well. Whether adaptation projects displace existing residents or who benefits from infrastructure investments goes unasked.

Capital flow analysis is comprehensive. The gap between promising technology and actual community deployment remains invisible in this telling.

### Research Reshaping Risk Calculations

- **Climate Risk Models Disagree on Identical Properties** — [Source](<https://www.aei.org/op-eds/insurance-companies-are-making-record-profits-off-climate-change-panic-not-facts/>) — Published 2025-12-18

Global Association of Risk Professionals tested 13 climate modeling vendors on identical properties. Results ranged from total loss predictions for 200-year floods to no impact whatsoever. Risk-averse insurers price at the highest estimates, meaning your premium likely reflects the most pessimistic vendor's assessment with zero verification mechanism.

What's driving your premium? Worst-case vendor estimates rather than actual property risk, with no transparency into which model your insurer uses.

When did this start? Roughly a decade ago when regulators mandated climate risk consideration, creating sudden demand for unvalidated modeling tools.

- **Resilient Infrastructure Pays for Itself Faster Than Expected** — [Source](<https://www.oecd.org/content/dam/oecd/en/publications/reports/2024/12/accelerating-climate-adaptation_b375907c/8afaaeb8-en.pdf>) — Published 2025-12-18

OECD analysis of 3,000 scenarios found climate-resilient infrastructure generates benefit-cost ratios above 4:1 in half of cases. MIT research shows resilient construction pays for itself within two years through avoided damage. The catch: as one water engineer put it, "when you invest in resiliency, the payoff is that nothing happens."

What's the business case? These benchmarks give concrete financial justification for adaptation spending, though payback varies wildly by project and location.

Why isn't everyone doing this? Probabilistic benefits are nearly impossible to sell in budget meetings compared to visible new construction projects.

- **New Cooling Technology Could Transform HVAC in Five Years** — [Source](<https://www.sciencedaily.com/releases/2024/08/240821124418.htm>) — Published 2025-12-18

Hong Kong researchers developed elastocaloric cooling using nickel-titanium alloys achieving 100K temperature lift with 48% efficiency improvement. The greenhouse gas-free technology uses 100% recyclable materials and could reach market in 5-10 years. Anyone replacing air conditioning now faces a timing dilemma about waiting versus upgrading.

What makes this different? Unlike refrigerants with high warming potential, these materials theoretically reach 70% efficiency and last indefinitely without degradation.

How close is commercialization? European prototypes already operate at 15% efficiency with 30+ degree Celsius range for actual residential use.

- **Most Companies Haven't Integrated Climate Into Supply Chain Planning** — [Source](<https://www.c2es.org/document/assessing-the-landscape-of-climate-risk-and-supply-chain-resilience-a-primer-for-corporate-leaders-and-climate-risk-professionals/>) — Published 2025-12-18

September 2025 report found climate risk remains siloed from supply chain management despite corporate resilience rhetoric. Core problem: quarterly operational planning cycles clash with decades-long climate assessments. Meanwhile 56% of finance ministries don't use dedicated climate-economy models, and Arctic supply chains face 51% serviceability declines by 2050.

What should you assume? Your suppliers probably haven't integrated climate risk into operations, meaning disruptions will arrive with little warning.

Where's the evidence? Arctic routes already show permafrost degradation affecting everything from food delivery to emergency services across northern communities.
