# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 25 — The Lab

Experimental content exploring innovative ways to illuminate our climate-changed world

### Terms of Habitation

- [Terms of Service for Earth Systems, Updated March 2026](<https://anchor.is/docket/issue/25/lab/article/11973/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-03-25 · Format: Terms of Habitation

Every quarter, some corporation updates its terms of service and four billion people click "I agree" without reading past the first sentence. The fine print could sign over a kidney. Nobody checks. Most successful contract structure in human history, and it runs on one guarantee: the important parts are buried where you'll never look.

### Incident Report Filed

- [INCIDENT REPORT NO. \[UNASSIGNED\] — March 2026 Southwest Heat Wave](<https://anchor.is/docket/issue/25/lab/article/11974/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-03-25 · Format: Incident Report Filed

The federal government estimates it takes 22 minutes to fill out an OSHA Form 301, the standard workplace injury and illness report. Check your boxes, name your hazard, describe your corrective actions, file. The form assumes the incident is contained. It assumes the workplace has walls.

### Escalation Request Denied

- [Your Estimated Wait Time Is Centuries](<https://anchor.is/docket/issue/25/lab/article/11975/markdown>) — Published 2026-03-25

*The following transcript was obtained from Earth's Energy Balance Department, a division whose institutional status is, depending on which branch of the U.S. government you ask, either "active," "under review," or "proposed for elimination." The caller's identity has been redacted. The representative — Patience Kelvin, Senior Customer Experience Specialist, Tier 1 Atmospheric Complaints — agreed to let us publish the recording on the condition that we note she holds a PhD in ocean thermodynamics from a cooperative institute that no longer receives federal funding.*

### Recall Notice Issued

- [Product Recall Notice: Normal Weather (Model Years 1850–2025)](<https://anchor.is/docket/issue/25/lab/article/11976/markdown>) — Published 2026-03-25

Product: Normal Weather, all model years 1850–2025. Distributed globally by no single manufacturer. Liability undetermined.

### Compliance Status Update

PLANETARY SYSTEMS COMPLIANCE REVIEW — Q1 2026

Reviewing authority: None. Enforcement mechanism: None. Compliance deadline: Not applicable.

Six systems assessed. Five returned noncompliant or critical. One is on watch. The monitoring infrastructure required to verify the other five has itself been flagged for suspension, which means the next quarterly review may not have the instruments to confirm whether conditions improved, worsened, or simply stopped being recorded.

Each card below includes a corrective action. Each corrective action is physically impossible. We are filing them anyway. The format requires it.

- **Eight States Exceeded March Limits Same Day** — [Source](<https://www.worldweatherattribution.org/record-shattering-march-temperatures-in-western-north-america-virtually-impossible-without-climate-change/>) — Published 2026-03-25

Tag: Atmospheric Temperature

Status: NON-COMPLIANT. Four stations recorded 112°F on March 20. Eight states breached all-time March ceilings simultaneously. Attribution analysis: event 800x more likely under current forcing. Virtually impossible absent anthropogenic contribution. Action required: Restore March temperatures to pre-exceedance baseline. No enforcement body identified.

- **Ocean Heat Content Noncompliant Nine Consecutive Years** — [Source](<https://www.mercator-ocean.eu/the-wmo-marks-world-meteorological-day-by-releasing-its-2025-state-of-the-global-climate-report-with-mercator-ocean-as-a-key-contributor/>) — Published 2026-03-25

Tag: Ocean Heat

Status: NON-COMPLIANT. Ninth consecutive annual record. Warming rate doubled over previous two decades. System currently absorbs 91% of excess planetary heat, equivalent to 18x total global energy consumption per year. Action required: Cease absorption. Estimated compliance timeline: centuries.

- **Arctic Sea Ice Extent Below Critical Threshold** — [Source](<https://nsidc.org/sea-ice-today>) — Published 2026-03-25

Tag: Arctic Ice

Status: CRITICAL. Winter maximum among lowest in 45 years of satellite record. Multi-year ice declined from 33% of total area to 5%. Modeled volume at monthly record low. Action required: Restore minimum extent to 1980 baseline. Note: NSIDC monitoring capacity partially suspended.

- **CO₂ Concentration Highest in Two Million Years** — [Source](<https://wmo.int/news/media-centre/earths-climate-swings-increasingly-out-of-balance>) — Published 2026-03-25

Tag: Greenhouse Gas

Status: NON-COMPLIANT. CO₂ at 423.9 ppm, 53% above pre-industrial levels. Annual increase largest since continuous measurement began 1958. Methane and nitrous oxide also at record concentrations. Action required: Return to 278 ppm. Compliance timeline: geological.

- **Monitoring System Budget Proposed at Total Zero** — [Source](<https://www.science.org/content/article/trump-administration-pushes-ahead-noaa-climate-and-weather-cuts>) — Published 2026-03-25

Tag: Monitoring Infrastructure

Status: MONITORING SUSPENDED. NOAA research allocation reduced 25% in one fiscal year ($219M to $165M). Proposed FY2026 climate research line item: $0. Mauna Loa Observatory funding under review. Action required: Restore capacity. Noncompliance with this indicator degrades reliability of all preceding indicators.

- **Record Wind Burst Signals Possible Super El Niño** — [Source](<https://wmo.int/media/announcement/state-of-global-climate-2025-report>) — Published 2026-03-25

Tag: El Niño

Status: WATCH. Record westerly wind burst observed in tropical Pacific, displacing warm water eastward. Strong model agreement for El Niño onset by May. Super El Niño conditions possible late 2026. Action required: Prepare 2027 temperature exceedance protocols. No ENSO management authority exists.
