# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 27 — Climate Past

Learning from history's climate interventions, migrations, and transformation attempts

### The First Protocol

- [The Invention of the Threshold](<https://anchor.is/docket/issue/27/archive/article/12661/markdown>) — By [Maya Jiménez](<https://anchor.is/docket/team/19/markdown>) · Published 2026-04-07 · Format: The First Protocol

In January 1877, sixty-eight thousand people gathered on a plain outside Delhi to celebrate the British Empire's grandest pageant while, a thousand miles south, starving refugees died in front of guarded grain stores. The famine killed millions. What the Empire built afterward lasted longer than any monument. It was a protocol.

### The Eligibility Line

- [Before You Eat, We Classify You: The 1883 Line Between Labor and Relief Still Shapes Who Gets Help](<https://anchor.is/docket/issue/27/archive/article/12665/markdown>) — Published 2026-04-07

The Famine Codes didn't withhold food. They sequenced it. Before grain moved, a official sorted bodies into categories: who could swing a pickaxe, who could carry a basket, who was too shattered to do either. That last group received "gratuitous relief," the designation for people whose visible ruin exempted them from labor. Everyone else earned their calories.

### The Witness

- [William Digby Had 1,100 Pages of Evidence and Nobody in Calcutta Would Read Them](<https://anchor.is/docket/issue/27/archive/article/12664/markdown>) — Published 2026-04-07

*The Docket's Archive section occasionally conducts interviews across the barrier of time, which is to say, we make them up — carefully, from the documentary record, with full awareness that the dead cannot consent to being quoted and that a man who died in Hammersmith in 1904 is unlikely to have strong feelings about our editorial choices. William Digby, however, left behind two volumes and 1,100 pages of testimony about what he saw in southern India during the famine of 1876–78. We've built this conversation from those pages, from his documented positions and public arguments, and from the historical record of a crisis that killed between 5.6 and 9.6 million people while the colonial government exported record quantities of wheat. We place the interview in late 1877, in Madras, where Digby serves simultaneously as editor of* The Madras Times *and Honorary Secretary of the Indian Famine Relief Fund. He is running a newspaper and a private charity because he has concluded the government will not do what it has publicly promised to do.*

### The Override

- [The Rice Existed](<https://anchor.is/docket/issue/27/archive/article/12662/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-04-07 · Format: The Override

Bengal had a protocol for famine. Six decades of refinement, tested and ready. Declare famine, trigger mandatory relief. In 1943, with rice prices tripling and people collapsing in the streets of Calcutta, the provincial government chose not to declare. The protocol sat on a shelf. Three million starved. The rice, as an economist who'd witnessed it as a hungry nine-year-old later proved, was there the whole time.

- [They Had All the Information](<https://anchor.is/docket/issue/27/archive/article/12663/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-04-07 · Format: The Override

Ethiopia had an early warning system, and it worked. By 1981 the data showed crop failure spreading across the northern highlands. By 1983 the head of the country's own relief commission was, in his words, shouting his lungs out. The information reached every desk that mattered. Nobody acted. A military regime that had learned one specific lesson from the emperor it overthrew made sure of that.

Billions shifted from prevention to aftermath. The code for pre-disaster survival funding is being quietly erased.

State-level reporting on which emergency agencies survive without federal grants. The eligibility design fractures locally.

FEWS NET, the gold-standard famine warning system, was switched off in January 2025. Trend data can't be rebuilt.

The five-phase system that decides which famines get resources. The codification of survival, made explicit.
