# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 30 — The Lab

Experimental content exploring innovative ways to illuminate our climate-changed world

### The Chain

- [Highway 82](<https://anchor.is/docket/issue/30/lab/article/13941/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-04-28 · Format: The Chain

A foil balloon costs $1.29. The aluminum on its surface is fifty times thinner than a human hair. On April 21, 2026, in Brantley County, Georgia, one of these balloons touched a power line, and within a week 22,614 acres were burning, 90 homes were gone, and the governor had declared a state of emergency across 91 counties. No equivalent statute in Georgia requires a warning label.

### The Record

At 12:47 on a Monday in April, a home surveillance camera in Brantley County, Georgia, recorded an ambient temperature of 122°F. Then 122°F again. And again. The sensor maxes out at 122. Thirty-six seconds later, someone opened the live feed from a phone on the road to Waycross. What follows is the camera's output log: timestamps, motion alerts, connection failures. Six and a half hours of data, then silence.

### The Report

- [Incident Report No. 2026-SE-0418: Southeast Wildfire Complex, Brantley / Clinch / Echols / Nassau Counties](<https://anchor.is/docket/issue/30/lab/article/13944/markdown>) — Published 2026-04-28

SUSPECTED IGNITION (FIRE 1, HWY 82): Foil party balloon contact with energized power line. SUSPECTED IGNITION (FIRE 2, PINELAND RD): Sparks from gate welding. DROUGHT CLASSIFICATION AT IGNITION: D4, Exceptional. Precipitation 15 inches below normal since September 2025. ANTECEDENT FUEL LOAD: Hurricane Helene (Sept. 2024) deposited approximately 56 million tons of downed timber across 13,954 sq. mi. Georgia forest land. Debris in place at time of ignition. COMBINED ACREAGE: 55,000+. STRUCTURES DESTROYED: 120+. CIVILIAN FATALITIES: 0. LINE-OF-DUTY DEATH: 1.

### Pre-Existing Conditions

A foil balloon touches a power line. That's what fits in the incident report. A cause you can point to, a thing with a shape.

But a balloon doesn't burn down a county. It lands on something. And what it landed on was already there, already measured, already public record, sitting in federal databases and county press releases visible to anyone who thought to look.

Six cards follow. Each one documents a single condition that was in place before the balloon ever left the party. Drought figures, debris tonnage, rainfall deficits, a name. They are not the spark and not the fire. They are the substrate both landed on. Read them in any order. They were all true at the same time.

The drought started in July 2025. It never broke. By mid-April 2026, 94% of the region from Florida to Virginia had reached severe-or-worse drought. Nine months of precipitation deficits: 8 to 16 inches. The recharge season that normally restores groundwater and streamflows did not arrive.

Hurricane Helene crossed nearly 14,000 square miles of Georgia forestland in September 2024. The state spent $135 million on cleanup. The Army Corps hauled millions of cubic yards. "There's only so much you can do short of bulldozing everything," a forestry commission spokesperson said. Nineteen months later, the rest is still there.

January through March 2026: 4.79 inches of precipitation nationally. The previous record was 5.27 inches, set in 1910. Drier than the Dust Bowl winters. NOAA's records go back 131 years. Nothing in them looks like this quarter.

As of April 21, 2026, drought covered 62.78% of the Lower 48. That is the worst spring reading in the U.S. Drought Monitor's 26-year history. It sits 2 to 3 percentage points behind the all-time record, set in September 2012. September is supposed to be worse than April.

Tag: Rainfall Deficit

Jacksonville's rainfall deficit exceeds 25 inches. From Brunswick to Waycross, the fire zone, the deficit runs 15 to 20 inches. Officials say only a tropical system could reverse it. None is forecast. The deficit is not a prediction. It is an absence already measured.

James "Kevin" Crews, 59, of the Hilliard Volunteer Fire Department, suffered a medical emergency battling the Old Dixie Highway Fire on April 23. It was a 500-acre blaze. It was the fifth wildfire near Hilliard in one week. It was not the largest fire burning that day.
