# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 34 — The Lab

Experimental content exploring innovative ways to illuminate our climate-changed world

### What Still Stands

- [Still Standing Is Not the Same as Safe](<https://anchor.is/docket/issue/34/lab/article/17769/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2026-05-26 · Format: What Still Stands

In structural engineering, rubble has achieved its final load state. The dangerous building on the block is the one still occupied, still functioning, with a fracture in the bearing wall somebody painted over. This essay inspects five U.S. climate adaptation systems still operational as of late May 2026: Forest Service firefighting capacity, state residual insurance markets, the Colorado River Compact, the National Flood Insurance Program, and property-level climate risk disclosure. Each is assessed for what it was designed to carry, what it is now being asked to bear, and what observable evidence says about the distance between those two numbers.

### What Left

- [What Walked Out the Door](<https://anchor.is/docket/issue/34/lab/article/17774/markdown>) — By [David Kern](<https://anchor.is/docket/team/36/markdown>) · Published 2026-05-26 · Format: What Left

Of the 633 STEM Ph.D.s the Forest Service employed in December 2024, 137 had departed within a year. Fifty-seven of 77 research facilities are closing. Experimental forests holding decades of continuous climate and hydrologic data face uncertain futures. The shuttered stations and eliminated positions are the visible part of this. Underneath, a 2014 study found that ecological datasets decay at 17 percent per year once the people who collected them move on. The data stays on the servers. It becomes unreadable. This is an inventory of what has already left, and what it took with it.

### The Researcher

- [She Agreed to This Interview Because She Doesn't Exist](<https://anchor.is/docket/issue/34/lab/article/17776/markdown>) — Published 2026-05-26

*Margit Holmgren does not exist, which is the only reason she agreed to this interview.*

### The Expiration Calendar

- [Six Institutional Clocks Running Down Before January 2027](<https://anchor.is/docket/issue/34/lab/article/17778/markdown>) — Published 2026-05-26

The second half of 2026 carries an unusual density of expirations and deadlines that will shape U.S. climate adaptation infrastructure well beyond this year. The largest: three interlocking Colorado River governing agreements expire December 31, affecting water operations for 40 million people across seven states and 30 Tribal Nations. The Bureau of Reclamation is expected to identify a preferred alternative for post-2026 river operations this summer, targeting October implementation. No seven-state consensus exists.

### The Count

Memorial Day is behind us. For practical purposes, summer has started.

Below are six readings from systems already carrying more than they were designed for. Heat, fire, water, insurance, federal capacity, information access. In every case, the distance between what people need and what institutions deliver grew measurably this past year.

None of these figures tell you what to do. They describe the terrain on which millions of Americans will make decisions about homes, safety, and money over the coming months. Several shifted in May alone. Most will shift again before fall.

AccuWeather, a commercial forecaster (not a peer-reviewed projection), expects a hot summer across nearly all of the Lower 48, with El Niño developing. Record heat forecast in 22 states. The 90°F figure captures population exposure. Actual danger compounds with humidity, overnight lows, and whether the grid holds.

NIFC reports 2,375,387 acres burned as of May 25, roughly 177% of the ten-year average. Through April alone: 24,066 individual fires, 150% above normal. AccuWeather (commercial forecast) projects 5.5 to 8 million total acres this season. The fire year started months ahead of historical norms.

About 5,900 employees gone via buyouts, layoffs, and early retirements, per USDA Inspector General data. Fifty-seven of 77 research stations closing. Vegetation treatment work fell 35% in 2025. Another 6,500 have received preliminary impact notices. (Workforce tracking partly sourced to Grassroots Wildland Firefighters, an advocacy organization.)

Up from eight states in 2013. Nearly half of recent home buyers report encountering insurance problems in a Realtor.com industry survey. Premiums rose 24% between 2021 and 2024. The losses are spreading geographically, not concentrating. States that were profitable a decade ago aren't anymore.

The 2007 Interim Guidelines, 2019 Drought Contingency Plans, and a U.S.-Mexico treaty provision all expire December 31. Over 40 million people depend on this water. The river now produces about 12.4 million acre-feet per year against 16.5 million allocated in 1922. No replacement is settled.

Under pressure from California's regional MLS, Zillow removed First Street climate risk data from listings last December. Redfin and Realtor.com still display it. In Zillow's own survey, over 80% of buyers said they considered climate risk when shopping. High-flood-risk listings sold at notably lower rates.

EPA guidance tells schools what to do at each AQI threshold during wildfire smoke. Schools do what the building, the budget, and the duct tape allow. Both tracks run here through the same six color bands, Green to Maroon. At Green they nearly touch. By Maroon the guidance is five words long and the building is running MERV 8 filters through twenty-six-year-old ductwork with six hundred kids inside.

Most school districts in wildfire-prone states adopted air quality protocols after the 2020 smoke seasons. The protocols establish action levels keyed to AQI thresholds: modified recess, indoor lunch, shelter-in-place. The last action level is shelter-in-place. There is no AQI threshold that triggers closure. Closure requires a recommendation from county health. The document below is one administrator's internal log from a week the air quality went past the protocol's last level and kept going.

In September 2021, a woman in a flooded house applied for a FEMA buyout. She was told not to repair the house, not to sell it, and to wait. Over the next four and a half years, her son's asthma was reclassified three times. Mild intermittent to severe persistent. Her mother was hospitalized for COPD exacerbations from the bedroom mold. Her own blood pressure climbed, her weight dropped, her sleep fell to two or three hours a night. The buyout application's status, in every letter, read the same: Under Review. What follows is the chart.

Full heat acclimatization takes seven to fourteen days. Plasma volume expansion, sweat sodium conservation, the cardiovascular adaptation that keeps a body's core temperature below the threshold for organ damage — none of it exists on the first morning of work. Seventy-one percent of occupational heat fatalities occur on the first day of exposure. A proposed federal standard would have capped that first day at 20 percent of a normal shift. It was frozen January 20, 2025. In 44 states, nothing has replaced it.
