# The Docket

> The Docket is a weekly publication about the decisions climate change is already putting in front of Americans: whether to buy the generator, whether the flood insurance is enough, whether to stay in the city you love. It follows the people making those choices now. It treats climate anxiety as a reasonable response to real conditions. It won't tell you what to do, but it shows the tradeoffs clearly.

## Issue 7 — Cascading Effects

How climate reshapes business, insurance, and infrastructure affecting everyday lives

### Living Inside Failing Systems

- [Summer Sagoonick Is Still Waiting](<https://anchor.is/docket/issue/7/systems/article/4651/markdown>) — By [Seth D. Carrington](<https://anchor.is/docket/team/30/markdown>) · Published 2025-11-21 · Format: System Witness

Summer Sagoonick filed her opening brief with the Alaska Supreme Court in June. The state's response isn't due yet. No hearing date has been set. Meanwhile, the 800-mile pipeline she's challenging—designed to triple Alaska's emissions for thirty years—moves at the speed of money and executive orders.

### One Person's Impossible Choice

- [Dale Wireline Is Pretty Sure the Geothermal Jobs Are Real](<https://anchor.is/docket/issue/7/systems/article/4652/markdown>) — Published 2025-11-21

Dale Wireline has spent 21 years pulling hydrocarbons out of Wyoming's Powder River Basin, first with coal bed methane, then moving to tight oil when the Bakken boom spilled south. His surname—which he swears is real, inherited from a grandfather who worked oil rigs in Oklahoma—is also the name of a petroleum engineering technique involving lowering instruments into wells. "Yeah, I've heard every joke," he says. "Wireline logging, wireline services, the whole bit. My ex-wife used to say I was destined for this job before I was born."

### This Week's System Shock

- [Grid Operators Warn of Winter Outage Risk](<https://anchor.is/docket/issue/7/systems/article/4653/markdown>) — Published 2025-11-21

The North American Energy Reliability Council warned November 18 that extreme cold could strain the power grid this winter, particularly in New England and the Upper Midwest. The assessment doesn't predict widespread blackouts, but it does surface a question thousands of households are already wrestling with: Is this the year to buy a generator?

### Six Climate Decision Points

The systems are changing faster than the decisions can keep up. Insurance companies mail non-renewal notices with 120-day deadlines. Federal programs open application windows that close before you've figured out if you qualify. Supply chains promise delivery in six weeks when you need the equipment now.

You're standing in your driveway or your kitchen or your field, holding a piece of paper that requires an answer. The institutions have made their moves. The clock is running. And the choice is yours to make with incomplete information, uncertain outcomes, and money you may or may not have.

Six moments where system pressure meets individual decision, happening right now across the country.

- **Your Policy Won't Renew** — [Source](<https://www.nationalmortgagenews.com/news/home-insurance-crisis-deepens-in-florida-california>) — Published 2025-11-21

Tag: Insurance Retreat

The letter from your Florida insurer gives you 120 days. State's FAIR Plan costs twice what you paid last year for half the coverage. You closed on this house in 2019. The mortgage has 23 years left. Do you pay what they're asking, list it now, or gamble that someone else will insure you cheaper?

- **Eight Thousand to Keep Your Coverage** — [Source](<https://headwaterseconomics.org/natural-hazards/retrofitting-home-wildfire-resistance/>) — Published 2025-11-21

Tag: Wildfire Hardening

Your California insurer will renew if you install ember-resistant vents, replace deck flashing, upgrade the roof. Six months to complete it. The contractor's quote: $8,500. You're three years from retirement. Your parents bought this house in 1987. What's the right calculation when the math doesn't add up cleanly either way?

- **Federal Money for Drip Systems** — [Source](<https://www.usda.gov/about-usda/news/press-releases/2024/08/01/biden-harris-administration-invests-400-million-address-drought-conserve-water-through-production>) — Published 2025-11-21

Tag: Irrigation Upgrade

USDA covers 75% of irrigation upgrades but you need to commit now. Your share: $40,000 for 200 acres. The aquifer drops six feet annually. Your father flood-irrigated this land for forty years and it worked. The technology might save you or the aquifer might fail anyway. Place your bet.

- **Generator Rebate Deadline December Thirty-First** — [Source](<https://www.pge.com/en/outages-and-safety/outage-preparedness-and-support/general-outage-resources/generator-and-battery-rebate-program.html>) — Published 2025-11-21

Tag: Backup Power

PG&E offers $500 toward backup power. Applications close December 31. Whole-home standby system runs $12,000 installed. You lost power three times last year. Two days, six hours, fourteen hours. Your freezer's full of food. Your mother's oxygen concentrator plugs into the wall. Is this finally the year?

- **Heat Pump or Air Conditioning** — [Source](<https://www.greenbuildinglawupdate.com/2024/12/articles/climate-change/heat-pump-shipments-are-declining-precipitously/>) — Published 2025-11-21

Tag: HVAC Replacement

Your AC died during the heat wave. The contractor says heat pumps cost $3,000 more, require ductwork modifications, and are backordered six weeks. It's 94 degrees in your house. Traditional system installs Friday. Federal rebates exist somewhere in the bureaucracy. You need cooling now. Choose.

- **Raise the House Twelve Feet** — [Source](<https://www.fema.gov/flood-insurance/work-with-nfip/community-rating-system>) — Published 2025-11-21

Tag: Coastal Elevation

Charleston's new flood maps put you in the high-risk zone. Elevation costs $150,000. Selling means taking a loss against what you paid in 2018. Staying without elevating means flood insurance you can't afford and king tides in your yard twice a month. Your neighbors are splitting three ways on this question.

### Research Reshaping Risk Calculations

- **Flood Risk Models Contradict Each Other 80% of Time** — [Source](<https://www.bloomberg.com/graphics/2024-flood-fire-climate-risk-analytics/>) — Published 2025-11-21

Bloomberg Green compared two academic flood models on identical California properties and found agreement just 21% of the time. Most private risk models remain proprietary black boxes, meaning your flood risk assessment depends entirely on which model your lender happened to use. White House advisers called industry predictions "of questionable quality."

What's the practical nightmare? Four identical properties get four different risk ratings depending on the model.

Who's sounding alarms? White House climate advisers warned last year about prediction quality across the industry.

- **Insurance Premiums Price Yesterday's Climate, Not Tomorrow's** — [Source](<https://nyaspubs.onlinelibrary.wiley.com/doi/10.1111/nyas.15255>) — Published 2025-11-21

Annals of the New York Academy of Sciences found less than half of insurance studies incorporate future climate scenarios. Most rely on historical loss data, meaning current premiums reflect past weather patterns rather than emerging risk. Forward-looking models show stark increases ahead, but timing remains genuinely uncertain.

What's mispriced right now? Today's affordable premiums likely underestimate future risk by unknown margins.

When does repricing hit? November 2024 research confirms increases are coming but can't specify timeframe.

- **Arctic Supply Chains Face Collapse From Permafrost Thaw** — [Source](<https://www.sciencedirect.com/science/article/pii/S136192092500001X>) — Published 2025-11-21

Monte Carlo simulations published January 2025 found Arctic transportation serviceability could decline up to 51% as permafrost degrades and extreme weather intensifies. Analysis of Canadian airports and military aircraft operations quantifies what happens when infrastructure designed for stable ground encounters increasingly unstable conditions.

What breaks first? Airports and systems operating reliably today may become periodically unusable.

How fast does this happen? Study quantifies magnitude but doesn't specify whether collapse is gradual or sudden.

- **Suburban Wildfire Risk Ratings Miss Structure-to-Structure Spread** — [Source](<https://www.cotality.com/insights/articles/wildfire-risk-report-2025>) — Published 2025-11-21

Retrospective analysis of recent California fires found 75% of destroyed properties had been rated low-moderate wildfire hazard. Traditional models focus on vegetation and landscape while missing conflagration risk from building density. Since 2020, at least ten major fires destroyed over 26,000 structures in supposedly lower-risk areas.

Where's the blind spot? Suburban homes get "low risk" ratings despite high conflagration threat from neighbors.

How widespread is the mismatch? Palisades and Eaton fires followed pattern seen in ten major conflagrations since 2020.
