# Groundbreak

> Groundbreak exists to close the intelligence gap that costs tier-3 American cities manufacturing deals they are structurally positioned to win. The reshoring wave is delivering hundreds of thousands of industrial jobs back to domestic soil, but the analysis helping cities compete for that investment has been written for tier-1 metros, site selection consultants, and corporate real estate teams. Groundbreak is built for the practitioners at the other end: economic development directors in mid-sized cities who have the land, the workforce, and the infrastructure, but not the market intelligence to know which industries are looking for exactly what they have. The publication is a subscription intelligence product. Success is not measured one reader at a time — it is measured in aggregate deal flow: a national readership of ED teams, each using the publication to build a sharper sector target list, collectively closing a disproportionate share of the manufacturing deals that tier-3 markets can win.

Sector intelligence translated for tier-3 city action

### Project Completeness Case

- [Weirton Had Everything but a Project](<https://anchor.is/groundbreak/issue/5/the-opportunity/article/35161/markdown>) — By [Ruth Anne Bridwell](<https://anchor.is/groundbreak/team/101/markdown>) · Published 2026-08-14

Cleveland-Cliffs canceled its $150 million distribution-transformer plant in Weirton, West Virginia, in May 2025, ten months after announcing it. The asset profile at announcement was unusually strong. The building was the company's own Half Moon Warehouse, with infrastructure already in place. The workforce was 600 idled USW steelworkers from the adjacent tinplate mill, organized and available. Raw material supply was vertically controlled: Cliffs is the sole domestic producer of grain-oriented electrical steel, the magnetic core material in every distribution transformer. West Virginia had committed a $50 million forgivable loan at the governor level.

### Grid Project Archetypes

- [What Must Arrive With the Grid-Equipment Project](<https://anchor.is/groundbreak/issue/5/the-opportunity/article/35176/markdown>) — By [Ruth Anne Bridwell](<https://anchor.is/groundbreak/team/101/markdown>) · Published 2026-08-14 · Format: The Supply Chain Tier Map

A transformer facility backed by a 55-year incumbent expanding its campus requires a city to supply expansion land and incremental power. A transformer facility proposed by a company that needs an external partner to supply the manufacturing technology requires the city to supply nearly everything, and may still fail. This piece maps five grid-equipment project archetypes by what arrives pre-assembled and what the city must build: attribute thresholds, qualification clocks, and risk profiles for each. Four are viable for tier-3 markets. The fifth, illustrated by the Weirton cancellation, is not.

### Project Pattern Cards

Seven recent grid-equipment projects, mapped to the coalition archetypes defined in the feature above. Each card identifies what the company assembled before the city entered the picture, what public assets the city or state contributed, and where the public record goes silent.

Across the six active projects, the structure repeats: companies arrived with a defined product, existing customers, and a tested production system. Cities supplied sites, rail, training pipelines, and modest cash incentives. The seventh project clarifies where the boundary sits. Cleveland-Cliffs had site, steel supply, workforce, and $50M in committed state funding in Weirton. The coalition collapsed anyway because the technology partner walked.

When evaluating your own pipeline, the first question is whether the prospect's operating coalition is already intact. If it is, you're matching site and infrastructure assets. If it isn't, your infrastructure and incentive package won't close the gap.

VT brought six operating plants, 50+ years of transformer production, and an established utility customer base. Muscle Shoals contributed 90 acres at Shoals Research Airpark, a Norfolk Southern rail spur, and roughly $4.5M via the Growing Alabama Tax Credit. Factory power requirements remain unpublished. 1,100 announced jobs; target opening January 2028.

Siemens supplied MV switchgear designs and customer approvals; Jabil supplied the production system. The building already existed at Crosspointe Logistics Center. Virginia contributed a $700K Opportunity Fund grant and the Talent Accelerator training program. Published investment figures ($6.1M and $30M) reflect different scopes and have not been reconciled.

Eaton's existing Omaha workforce transitions to a new Bellevue facility producing medium-voltage switchgear for data centers. The company cited 3,000 planned U.S. data centers as the demand driver. Eaton acknowledged "strong support" from Nebraska and Bellevue; incentive terms are undisclosed. Target: first half 2027.

Hitachi already operates in Alamo as Crockett County's second-largest employer. This expansion creates North America's largest bushings facility and adds an integrated logistics center. Investment figures conflict: Tennessee ECD reported $97M, Hitachi reported $106M. Incentive terms undisclosed. Target: mid-2027.

TS Conductor arrived with patented AECC conductor technology, an operating California plant, and $28M in DOE funding already committed. South Carolina supplied a $5.11M Closing Fund grant. Palmetto Electric's nearby substation tripled area capacity, though the MW figure is unpublished. At opening: 288 of 462 announced jobs filled.

PTT already operates a 56,000-sq-ft transformer plant in Raeford with a 60-ton crane and 161 kV test capability. North Carolina Railroad invested $400K in on-site rail improvements. Sandhills Community College launched Pathways to Production, guaranteeing completers an interview at $21.65/hour. Groundbreaking December 2025; facility not yet open.

Tag: Incomplete Coalition

Cliffs had the building, direct GOES steel supply, a displaced workforce, and a $50M WVEDA forgivable loan. What was missing: a technology and licensing partner willing to commit. That unnamed partner walked. The SEC filing confirms no state money was disbursed. Site, steel, workforce, and public funding were not enough to complete the coalition.
