# Groundbreak

> Groundbreak exists to close the intelligence gap that costs tier-3 American cities manufacturing deals they are structurally positioned to win. The reshoring wave is delivering hundreds of thousands of industrial jobs back to domestic soil, but the analysis helping cities compete for that investment has been written for tier-1 metros, site selection consultants, and corporate real estate teams. Groundbreak is built for the practitioners at the other end: economic development directors in mid-sized cities who have the land, the workforce, and the infrastructure, but not the market intelligence to know which industries are looking for exactly what they have. The publication is a subscription intelligence product. Success is not measured one reader at a time — it is measured in aggregate deal flow: a national readership of ED teams, each using the publication to build a sharper sector target list, collectively closing a disproportionate share of the manufacturing deals that tier-3 markets can win.

Sector intelligence translated for tier-3 city action

### Bottleneck Migration

- [Where the Grid Bottleneck Moved](<https://anchor.is/groundbreak/issue/6/the-opportunity/article/35884/markdown>) — By [Ruth Anne Bridwell](<https://anchor.is/groundbreak/team/101/markdown>) · Published 2026-08-22

The grid-equipment shortage has split by product type, and the split matters for where the manufacturing opportunity sits.

### Component Tier Map

- [Three Grid-Component Tiers Mapped to Disclosed Project Data](<https://anchor.is/groundbreak/issue/6/the-opportunity/article/35891/markdown>) — By [Ruth Anne Bridwell](<https://anchor.is/groundbreak/team/101/markdown>) · Published 2026-08-22 · Format: The Supply Chain Tier Map

Five grid-equipment manufacturing projects announced between February 2025 and July 2026 disclosed enough facility detail to replace editorial estimates in Groundbreak's first tier map. Several of those estimates were wrong. This revision maps three component tiers — bushings and instrument transformers, switchgear assemblies, and distribution transformer assembly — against disclosed building specs, workforce models, and qualification timelines from projects in Franklin, Charlotte, Prince George, Raeford, and Alamo. Every attribute threshold is stated as a checkable question a director can evaluate against existing site inventory.

### Decisive Differentiators

Industrial acreage, workforce availability, and adequate power service qualify a city as a plausible site for grid-equipment manufacturing. They get you into the conversation. They do not determine who wins it.

Each tier of the grid-equipment supply chain has one attribute that does the sharpest sorting — a factor that takes months or years to put in place and cannot be assembled on a site-selection timeline. The five cards below isolate that factor per product category. A director who can confirm the relevant attribute for their tier holds a positioning advantage that land, abatements, and workforce commitment letters cannot replicate under deadline.

Tag: Large Transformers

A finished large-power transformer can exceed 285,000 pounds against an 80,000-pound federal highway limit. The sorting question: has your serving railroad or state DOT completed a commodity-specific route review for loads above 150,000 pounds between your site and the nearest interchange? Proximity to rail is insufficient. A carrier-confirmed route study is the differentiator, and completing one takes six to eighteen months.

PTT's Raeford facility runs 161 kV/650-kV BIL testing, vacuum oil filling, and vapor-phase processing alongside a 60-ton crane. Without in-plant high-voltage test capability, finished units cannot be customer-accepted on site. Square footage and clear height get a building onto a shortlist. The crane rating and test bay configuration determine whether production can actually ship.

PFIFFNER listed customer proximity first among its reasons for choosing Franklin, Georgia (population roughly 1,000). HSP US sited its bushing plant in Charlotte, adjacent to Duke Energy's headquarters and service territory. The pattern across recent announcements: a regional utility with procurement authority and forecasted demand for the specific product class outweighs acreage, labor availability, and incentive packages.

Jabil's Prince George County operation will manufacture medium-voltage switchgear for Siemens, with 352 jobs opening fall 2026. The city provided the environment where an established contract manufacturer could accept an OEM relationship. If your industrial base already includes an electrical-equipment or electromechanical producer with a certified quality system, that company is the recruitment asset worth leading with.

- **Resolved Environmental Pre-Screening Makes Repair Sites Usable** — [Source](<https://www.epa.gov/oil-spills-prevention-and-preparedness-regulations/who-regulated-spcc-rule>) — Published 2026-08-22

Tag: Repair Refurbishment

A repair operation handling oil-filled transformers triggers EPA's SPCC containment rules above 1,320 gallons of aboveground oil storage. Pre-1979 units with unknown fluid must be assumed PCB-contaminated at 500 ppm until tested. The decisive screen for your building: PCB status resolved, SPCC containment mapped, fire-protection reviewed by a property insurer. Those clearances take longer to secure than crane upgrades or floor-load reinforcement.
