The Phase I carries a 180-day ASTM reliance window. The utility letter can be invalidated overnight by a single queue event at the substation. The workforce numbers shift with every semester's completion data. The wetland delineation may hold for years.
When one document in the stack goes stale, the site selector doesn't discount that document alone. A 14-month-old Phase I sitting next to a current utility letter raises a question about the whole package: what else here is old?
Think at the portfolio level before commissioning any study. How many of your target-sector searches does it answer? Can your team refresh it on an RFI clock — typically 5 to 10 business days? A wetland delineation that serves every industrial parcel inquiry for three years earns its refresh cost. A council resolution authorizing incentives for a single prospect that never materialized does not. The readiness documents that cost the most to carry are the ones that serve one search and decay fast.

How many searches does this answer? A document that serves your 1–2 target sectors across multiple parcels earns its refresh cost. One built for a single speculative prospect probably doesn't.

Who controls the refresh? If the utility, the college, or a state agency has to regenerate the document, your timeline depends on their calendar, not yours.

What breaks it? Some documents expire by date (Phase I: 180 days per ASTM E1527-21). Others are invalidated by events — a new load request in the utility queue, an instructor departure, a zoning amendment. Know which kind you hold.

Does one lapse break others? A lapsed utility commitment can make your site acreage, your workforce pitch, and your incentive package irrelevant simultaneously. Map the dependencies before you build the stack.

Can you state the gap instead? "Wastewater pretreatment determination required; 45-day path available upon load declaration" is a controlled, honest answer. It costs nothing to maintain and doesn't age.
