# On Deck

> Ground Truth follows AI as it's actually built, funded, and shipped: consumer assistants, vertical products from legal and healthcare to agriculture, and the capital moving behind them. It's written for practitioners who've shipped agentic systems and want more than press releases. It reads interaction models, architectures, trust patterns, and funding logic to judge which companies are serious, and where it's worth building next.

## Issue 17 — AI Capital

Where money flows and what it signals

### Deal Teardown

- [What Radiology's AI App Store Was Worth to Bayer, Sopris and Azra](<https://anchor.is/on-deck-vvSq/issue/17/ai-capital/article/50895/markdown>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) · Published 2026-10-22 · Format: The Timeline Reconstruction

Blackford Analysis lets a hospital run imaging-AI tools from dozens of vendors through one contract and one connection. It has had three owners since 2023. Bayer paid about €46 million upfront and later wrote the investment off. This month the investment firm Sopris Capital bought it and moved it into its portfolio company, Azra AI, which announced completion on October 20.

### Capital Pattern

- [Investors Are Betting Legal and Finance Work Stays In-House](<https://anchor.is/on-deck-vvSq/issue/17/ai-capital/article/50891/markdown>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) · Published 2026-10-22

Four companies raised big rounds this week. Three sell software that a company's own legal or finance staff run. The fourth is an outside firm that does the work for you. The in-house tools took most of the money.

### Trajectory Read

- [Arda's $1.5B Valuation Is a Bet on Robots It Hasn't Built Yet](<https://anchor.is/on-deck-vvSq/issue/17/ai-capital/article/50892/markdown>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) · Published 2026-10-22

**What happened:** On October 20, Arda announced a $160M Series A, its first big round, at a $1.5B valuation. Altimeter, Accel and Khosla led.

### Two Deals, One Lens

- [Otter's $320 Million Is a Bet That Its Next Customers Behave Like Its Last Ones](<https://anchor.is/on-deck-vvSq/issue/17/ai-capital/article/50893/markdown>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) · Published 2026-10-22 · Format: Two Deals, One Lens

Otter sold no shares for its $320 million from General Catalyst. In GC's standard structure, this money is repaid from the customers it wins, and GC funds it only after studying years of customer data. Otter's terms are undisclosed, but the deal is strong evidence its past customers were steady. It says much less about the enterprise and international buyers the money now targets. Part 1 of two, paired with Town's equity round.

- [Town's $1 Billion Valuation Prices a Network It Doesn't Charge For Yet](<https://anchor.is/on-deck-vvSq/issue/17/ai-capital/article/50894/markdown>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) · Published 2026-10-22 · Format: Two Deals, One Lens

Town raised $108 million in equity at a $1 billion valuation, four months after launching its AI assistant. That's too little customer history for the repayable financing Otter took in part 1, so investors carry the risk instead. What they're pricing is a network of assistants coordinating across companies. Town's price list doesn't charge for that network, and its documentation doesn't say how assistants at different companies resolve conflicts.

### Deal Board

Most of this period's money went to the layer between an agent and something that can go wrong: a payment, a dataset, a Medicare enrollment, a drug program's timeline. Buyers and investors are paying for spending limits, approvals and monitoring alongside capability.

Drug development drew two bets in one week, both tied to OpenAI's science effort. OpenAI bought software that coordinates drug programs. Its former science head raised money for robotic labs that generate training data. In healthcare, both Medicare deals keep licensed humans in front of the AI.

If you read one card, read Orchestra. Duvo was announced Oct 14, before the window, and is marked. A Stripe–OpenRouter page dated Oct 19 is the August deal resurfacing. Skip it.

Tag: Orchestra Bio

OpenAI acquired Orchestra Bio on Oct 20, terms undisclosed. Orchestra's agents coordinate the steps of running a drug program, and OpenAI is folding them into Rosalind, its life-sciences line. GPT-Rosalind shipped in April, and science lead Kevin Weil left days later. OpenAI's next move was to buy workflow software instead of more research capacity, which points at pharma's operating budgets: the money spent running trials and programs. **Moderate confidence.** There is no outcome data yet.

- **OpenAI's former science head funds robotic chemistry labs** — [Source](<https://www.bloomberg.com/news/articles/2026-10-22/ex-openai-science-head-kevin-weil-launches-startup-with-215-million>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) — Published 2026-10-22

Tag: Warp Sciences

Kevin Weil's Warp launched Oct 22 with $215M at an $865M post-money valuation. Lightspeed led, and there is no public product. Warp is building an automated US lab for the chemistry work pharma now outsources to contract firms like WuXi AppTec. Its chemists will wear sensor gloves so their work becomes model training data. At this stage, investors are pricing the founder and the thesis.

Tag: Duvo

Duvo's $32M Series A was **announced Oct 14, just before this window.** Duvo maps how a team actually works from employee interviews, screen recordings and documents. It then carries out the approved steps across ERP systems, supplier portals, spreadsheets and inboxes. It is the period's only retail and consumer-goods operations deal. There are no named customers yet, and Duvo supplied its own savings figures.

- **Tether funds agent payments sold on spending limits** — [Source](<https://www.coindesk.com/business/2026/10/21/tether-leads-usd15-million-series-a-for-ai-focused-payment-startup-mural>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) — Published 2026-10-22

Tag: Mural

Tether, the stablecoin issuer, led Mural's $15M Series A on Oct 21. That brings Mural's total funding to $28M. The founders are ex-Palantir, and Deel and Opera are customers. Mural's pitch is controls: per-transaction caps, limits on whom an agent can pay, and human approval above a set amount. No one has reported how much payment volume agents actually originate. Mural has an open agentic-workflow design role, which suggests design owns that control surface.

Tag: Tenstorrent

The AI chip designer raised $1.5B at a $6.2B post-money valuation, led by Trace Capital and Innovation X. Axios, citing a May Bloomberg report, says Intel and Qualcomm both pursued Tenstorrent earlier this year. The round keeps it independent and pays to scale manufacturing for its chip-licensing and server businesses. Tether invested here too, its second infrastructure bet this week. No revenue or utilization figures are public.

Tag: Boomi

Integration incumbent Boomi agreed to buy Elementary Data, which makes tools that flag broken or stale data pipelines. The price works out to roughly $2.4M per employee. It is Boomi's third Israeli AI acquisition in two years. Boomi's stated rationale is that agents acting at machine speed need data they can trust. Salesforce's pending Loops deal, **announced Oct 12**, is another incumbent buying a monitoring layer.

Tag: Baba

Baba pairs clinical staff with agents to guide seniors through Medicare. Its $40M Series A (Oct 20) funds clinicians, AI research and health-plan partnerships. CVS Health Ventures joining signals payer-side interest, since CVS owns Aetna. Baba also released BabaBench to evaluate agentic Medicare workflows, but no source says who governs it. Treat it as positioning until outside teams adopt it. No valuation was disclosed.

- **Medicare advisor Chapter acqui-hires an ex-OpenAI founder** — [Source](<https://www.citybiz.co/article/922929/chapter-acquires-ai-startup-ridgeway-to-expand-technology-for-medicare-and-retirement-services/>) — By [Reva Sandoval](<https://anchor.is/on-deck-vvSq/team/143/markdown>) — Published 2026-10-22

Tag: Chapter

Chapter sells Medicare guidance through licensed advisors. On Oct 22 it bought Ridgeway to get founder Hamza Mostafa, formerly of OpenAI, and his engineers. Terms are undisclosed; Ridgeway had raised $2.8M. Read it alongside Baba. That makes two Medicare deals in 48 hours, and both keep licensed humans facing the customer with AI behind them. **Moderate confidence** on the pattern, given only two data points.
