# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

CATL, BYD, and the market that sets the floor

### September Tax Break

- [The September tax breaks the price series](<https://anchor.is/the-hysteresis/issue/10/china/article/35068/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-14

China's 2% consumption tax on lithium-ion batteries takes effect September 1, and it creates a measurement problem before it creates a margin problem. The tax is booked under "taxes and surcharges" in Chinese financial statements, below gross profit ([BigGo Finance, July 20](https://finance.biggo.com/news/59ef463a-7e34-4c59-85d4-7f1a8b30fbcc)). It does not appear as an invoice line item. SMM and InfoLink transaction-price assessments may therefore register no movement while producer netback falls by ~RMB 0.007/Wh.

### Hidden Cost Curve

- [Who Finances the Floor](<https://anchor.is/the-hysteresis/issue/10/china/article/35079/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-14 · Format: The Structural Map

Published ¥/Wh cost decompositions track lithium carbonate, cathode processing, separator, electrolyte, electricity, labor, and depreciation, but not the eight to ten months of working capital that upstream suppliers extend to cell makers through payables and commercial acceptance bills. CATL's combined trade and notes payable reached RMB 355.5B at H1 2026, roughly $49B of supplier balance sheet financing the system's largest producer. For Tier-3 producers at 30–40% utilization, the same credit architecture is survival infrastructure. The regulatory mechanisms meant to compress it accommodate current practice through at least mid-2027.

### Leader Versus Tail

- [Measuring Tier-2 Chinese Cell Producers Against CATL's H1 2026 Numbers](<https://anchor.is/the-hysteresis/issue/10/china/article/35078/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-14 · Format: Leader Versus Tail

CATL's H1 2026 filing — the only complete interim report from a major Chinese cell producer as of today — defines what leader economics look like at the current LFP cell floor: 94.86% utilization, ~21% blended battery gross margin, RMB 60.2B in operating cash flow. Measured against that baseline, the three Tier-2 producers with partial data available occupy distinct positions. Roughly 90% of Gotion's forecast H1 net profit came from securities holdings rather than battery operations, Farasis consumed RMB 1B in monetary funds in a single quarter, and REPT's reported turnaround cannot yet be verified against a full filing. Four indicators from these disclosures tell a procurement team which suppliers can hold pricing for the life of a contract.

### Weekly Dashboard

Chinese cell prices were flat this week. The more useful question is flat on whose assessment and in what tax basis. SMM and InfoLink agree on trajectory while disagreeing on level by roughly the magnitude of the consumption tax arriving September 1. That gap matters more in three weeks than it does today.

CATL's H1 filing fills in the structural picture: near-95% utilization, revenue growth that outran cash conversion, and a widening overseas margin premium produced by domestic erosion. Below CATL, the Tier-2 landscape is more dispersed than any single headline captures, with recurring earnings across four preliminary disclosures ranging from strong to negligible. Three policy clocks between now and January will progressively complicate clean price-signal reads.

SMM 314 Ah: RMB 0.366/Wh (August 14). InfoLink 314 Ah: RMB 0.360/Wh (August 12). Both flat WoW. The ~RMB 6/MWh gap between assessors approaches the magnitude of the 2% consumption tax effective September 1. Transaction populations are not demonstrably independent.

Battery-system utilization: 94.86%, up ~5pp YoY. Operating cash flow grew 2.61% against 54.8% revenue growth, attributed to extended project recognition and inventory buildup. Combined monetary funds and trading financial assets: RMB 440.2B. Board approved RMB 20-40B buyback pending shareholder vote.

2% consumption tax on lithium-ion batteries effective September 1, rising to 4% September 2027. Sodium-ion and solid-state exempt through 2028. CATL says it will share costs with customers. Post-September cell price assessments require explicit tax-basis labels before second derivatives can be computed.

Announcement No. 58's licensing requirement for cells above 300 Wh/kg and battery manufacturing equipment (winding, stacking, liquid injection machines) reactivates November 10 unless extended. No superseding notice found on MOFCOM's portal through August 14. License grant behavior remains opaque.

Battery export VAT rebates dropped from 9% to 6% on April 1, 2026, and reach zero January 1, 2027. InfoLink attributed more export quote pressure to the rebate elimination than to the domestic consumption tax, for which export exemption treatment applies.
