# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

## Issue 11 — Defense

Drone, UAV, UUV, and 6T battery intelligence

### Stockpile Reset

- [DLA Lithium Stockpile Solicitation Cancelled After Cobalt Repeat](<https://anchor.is/the-hysteresis/issue/11/defense/article/35786/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-21

DLA [cancelled its $300M lithium carbonate solicitation](https://insidedefense.com/insider/pentagon-still-plans-lithium-purchases-after-canceling-tender-300-million-worth) on August 3 after twice extending the bid deadline. The five-year IDIQ sought 16,170 MT of battery-grade material for the National Defense Stockpile. DLA's language — "reevaluating its acquisition strategy," requirement still valid, no reissue date — matches the phrasing it used after [cancelling the $500M cobalt tender](https://www.indexbox.io/blog/us-cancels-500-million-cobalt-tender-over-contract-issues/) last October. Neither has been reissued.

### The Mandate Gap

- [The Mandate Gap — August Signal Cluster](<https://anchor.is/the-hysteresis/issue/11/defense/article/35796/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-21 · Format: The Mandate Gap

Seven signals in two weeks, the densest defense-battery cluster since DDP's supply-chain framework landed in July. Forge Nano broke ground on a planned 3 GWh facility. Sila took a $1.4 billion conditional loan from the Office of Strategic Capital. DFARS Case 2024-D011 slipped to October, and Section 232 duties hit complete UAS while leaving standalone cells outside the perimeter. All of that sits in capital formation and mandate infrastructure. The compliance-evidence layer that would tie either to qualified supply returned nothing on any public route checked through August 21, with 498 days left on the January 2028 deadline.

### Demand Structure

- [The Option the Supplier Writes for Free](<https://anchor.is/the-hysteresis/issue/11/defense/article/35797/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-08-21 · Format: Demand Structure

NDAA Section 842 mandates non-FEOC battery procurement. Section 4817 authorizes ten-year purchase commitments that would guarantee the demand justifying supplier investment. The §4865 waiver lets DoD bypass the mandate when compliant supply is insufficient. As of August 2026 the mandate is active, the purchase authority shows no battery commitment in the public record, and the waiver is available. A supplier can price the one-to-three-year, multimillion-dollar qualification cost precisely. What it cannot locate is a binding volume on the other side, which makes deferral rational, which keeps compliant supply short, which keeps the waiver available.

### Delta Ledger

Eight signals this week, sorted by what actually moved: mandate infrastructure, supply, compliance evidence, or announcement layer. The sorting matters because it exposes where activity concentrates and where it doesn't.

Mandate infrastructure saw the most motion. The Drone Dominance framework now sets dated cell-sourcing gates, the UAS tariff proclamation names batteries explicitly, and the September 30 DoD battery strategy deadline is 40 days out. Meanwhile the DFARS rulemaking slipped again. Supply signals split: one groundbreaking against two cancelled or unawarded solicitations. Compliance evidence, the category that would confirm a buyable §4865-qualified cell actually exists, had zero entries this week.

The July 23 Supply Chain Framework (Version 2) converts §4865 into program-specific sourcing steps. Pack assembly outside covered countries required by August 2026; cells from outside covered countries and §842-compliant by August 2027, six months ahead of the statutory new-program date. Applies to Drone Dominance Phases II–IV only.

DFARS Case 2024-D011 internal report deadline moved to October 7, 2026. Federal Register searches through August 19 returned no NPRM or interim rule. Cumulative schedule slip from the original December 2024 target: 19 months. Contractor representations, cost methodology, technology-license certification, and flowdown treatment all remain unpublished.

Proclamation 11055 (August 19) imposes additional tariffs on specified UAS and components from September 3, with a February 2027 date for parts. Lithium-ion batteries cited as a supply-chain dependency. Blue UAS suppliers get a 180-day delayed effective date. Cell-level HTS classification treatment remains ambiguous from the proclamation text.

The FY2025 NDAA-directed DoD-wide battery strategy, covering procurement alignment, standardization, raw-material obstacles, and rapid certification, is due to the Armed Services committees by September 30. No draft or preliminary findings have surfaced publicly. The question worth tracking: whether it aggregates actual demand figures or catalogs taxonomy.

Forge Nano broke ground August 19 on the 3 GWh/year Morrisville, NC facility with Samsung SDI. Production start is 2028 per the June SEC filing, 18–24 months behind the original DOE projection of 2026. Samsung's cell purchase agreement remains conditional. No DoW contract, QPL entry, or §4865 compliance file disclosed.

DLA cancelled solicitation SP8000-26-R-0021 for up to 35.6 million pounds of battery-grade lithium carbonate over five years after twice extending the bid deadline. A Pentagon official told Inside Defense the requirement remains valid but gave no reissue date. The upstream procurement route has effectively reset.

The DIBC RPP-BES-26-01 solicitation, seeking at least 50 MWh/year within two years and a 3 GWh/year objective, showed "Closed" as of August 12 rather than "Awarded." Award depended on FY2027 appropriations. A government purchase floor for defense battery capacity still does not exist.

Tag: Announcement Layer

OSC announced a $1.4 billion conditional loan commitment on August 7 for expanded silicon-carbon anode production and a lithium-ion cell facility. DoW named UAS and munitions among intended applications. Financial close, GWh target, commissioning date, platform specifics, offtake quantity, and §4865 compliance package all remain undisclosed.
