# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

## Issue 11 — Qualification

Pack-level requirements, test conditions, and standards by application

### Q3 Standards Cycle

- [The Standards Map — Humanoid Robotics Pack Qualification, Q3 2026 Update](<https://anchor.is/the-hysteresis/issue/11/qualification/article/35779/markdown>) — By [Ronan Adike](<https://anchor.is/the-hysteresis/team/74/markdown>) · Published 2026-08-21 · Format: The Standards Map

Four adjacent-framework documents updated this quarter. UL 2595 Ed 3 raised its voltage ceiling from 75 Vdc to 250 Vdc, which brings most humanoid pack architectures inside its stated scope for the first time. ISO 18646-5:2026 standardizes legged-robot locomotion test methods and contains no battery parameter, though it supplies useful structure for anchoring duty-cycle definition. UL 3300 revised whole-machine moisture and stability clauses. UN 38.3 Rev 8 Am 1 is a citation update. None of it closes the pack-qualification gap: every DVP row in the gaps table remains program-defined, and ISO 13482 Edition 2 has been at FDIS since July 2025.

### Update Currency Check

Eight standards events since early 2026 affect qualification baselines across humanoid robotics, light-sport electric aircraft, UAS, and subsea applications. Several fill previously empty slots in the standards map. Others advance editions on documents already cited in DVP rows.

One thing to register across these updates: new standards continue arriving at the application perimeter — locomotion performance, operational risk methodology, appliance-level evaluation — without closing the pack-level qualification gaps at the center. Where a standard governs pack abuse, propagation, or mission endurance testing, it either predates these updates or does not yet exist. Each card below identifies the document, what moved, what your DVP row needs, and what stayed the same.

Tag: Humanoid Robotics

UL 3300, Edition 1 revision, 14 August 2026. Adds AI-based safety function validation (new sections 8.4.5, 8.15), remote-pendant controller scope, and revised moisture/occlusion clauses. Obstacle test realigned to ISO 18646-2; prior Tables 2 and 3 deleted. DVP rows citing pre-revision obstacle test parameters and table references require update. Does not change mechanical hazard or battery-specific clauses.

- **UL 2595 Edition 3 Replaces Prior Appliance Baseline** — [Source](<https://www.shopulstandards.com/ProductDetail.aspx?productId=UL2595>) — Published 2026-08-21

Tag: Battery Appliances

UL 2595, Edition 3, 10 July 2026. Full edition replacement, not incremental revision. Section 1.8 states IEC 62133-2 and UL 1642 alone are insufficient for appliance-level evaluation. UL 3300 now cross-references Edition 3. DVP entries citing Edition 2 clause numbers need re-verification against licensed Edition 3 text. Does not alter the underlying IEC 62133-2 or UL 1642 requirements themselves.

- **FAA Accepts ASTM F3830-26 for Part 22 EESS** — [Source](<https://regulations.justia.com/regulations/fedreg/2026/07/16/2026-14298.html>) — Published 2026-08-21

Tag: Light Sport

ASTM F3830-26, FAA-accepted effective 24 July 2026 under Part 22 MOSAIC. Provides the EESS qualification path for light-sport propulsion batteries. Integration standard is ASTM F3840-26. DVP programs targeting this lane need controlled ASTM text for clause-level thresholds. Does not apply to powered-lift type certification under AC 21.17-4; that remains a separate path.

- **EASA Consolidates SORA 2.5 in June 2026 Rules** — [Source](<https://www.easa.europa.eu/en/newsroom-and-events/news/easa-published-revision-june-2026-easy-access-rules-unmanned-aircraft-systems>) — Published 2026-08-21

Tag: UAS Operations

EASA Easy Access Rules for UAS, June 2026 edition, incorporating SORA 2.5 (ED Decision 2025/018/R). Governs specific-category operational authorization methodology. Member State transition windows from SORA 2.0 vary; some have closed. Update edition references in program documentation. Does not introduce or modify pack-level test criteria; battery qualification requirements are unchanged.

- **GB/T 46460-2025 First Chinese UAS Battery Standard** — [Source](<https://openstd.samr.gov.cn/bzgk/std/newGbInfo?hcno=9E28CD95CCD6161D200CC0C2DABA832F>) — Published 2026-08-21

Tag: China UAS

GB/T 46460-2025, effective 1 May 2026. First dedicated Chinese national standard for lithium-ion cells and batteries in unmanned aircraft. Creates a distinct compliance lane from ASTM F3005-22 and ISO 24352:2023. DVP programs with China market exposure need this added as a governing document. Clause-level thresholds require controlled GB/T text; publicly available metadata is locator-grade only. Does not supersede or modify ASTM or ISO UAS battery standards.

- **UN 38.3 Amendment 1 Revises Rupture Test Definition** — [Source](<https://unece.org/transport/dangerous-goods/rev8-files>) — Published 2026-08-21

Tag: Transport All

UN 38.3, Eighth Revised Edition, Amendment 1, published September 2025. Expands the disassembly definition to permit alternatives to the metal screen test where equivalence is demonstrated. Adds restructured test tables organized by device type. All DVP rows citing UN 38.3 should update version references to Eighth Revised Edition, Amendment 1. Does not change the core test sequence or pass/fail criteria for cells and batteries.

Tag: Subsea UUV

ABS Rules for Underwater Vehicles, January 2026 edition, effective 1 January 2026. The change notice does not list sections 10/11.5 (lithium battery and BMS clauses) as revised. Update the program-selected edition field in your DVP. Verify against controlled rule text before freezing. Battery and BMS qualification requirements unchanged from prior edition.

- **ISO 18646-5 First Legged Locomotion Performance Standard Published** — [Source](<https://www.iso.org/standard/86850.html>) — Published 2026-08-21

Tag: Legged Robots

ISO 18646-5, published July 2026. First standard specifying locomotion performance test methods for legged robots, including bipedal humanoids. ISO explicitly states these are not safety verification tests. Useful as a design-input source for duty-cycle and power-pulse DVP entries; label as performance reference, not qualification requirement. Does not establish safety, abuse, or battery qualification criteria.

### Gap Context Research

- **Battery Thermal Runaway in eVTOL Aircraft: Risks, Mitigations, and Firefighting Strategies (CAP3203)** — [Source](<https://www.caa.co.uk/publication/download/26578>) — Published 2026-08-21

UK CAA-commissioned study (WMG/University of Warwick, December 2025) under the Future of Flight Programme. Concludes that no validated RFFS methods exist for eVTOL Li-ion thermal runaway, that DO-311A scope excludes propulsion-scale packs, and that road-EV fire evidence does not transfer to eVTOL operating profiles with high landing SOC (30-40%) and rapid turnaround charging. Informational publication, not regulatory guidance.

Standards coverage? DO-311A was not developed for propulsion-scale batteries. CAP3203 documents the scope limitation explicitly, confirming the multi-document regulatory posture EASA MOC guidance attempts to address.

DVP consequence? Post-crash and external-fire scenarios lack standards-body activity and eVTOL-specific empirical data. Pack-level emergency response test criteria remain program-defined.

- **Powering Humanoid Robots: The Central Role of Battery Technology** — [Source](<https://www.the-innovation.org/data/article/energy-use/preview/pdf/EU-2026-0002.pdf>) — Published 2026-08-21

Published in The Innovation Energy & Use (2026). Quantifies humanoid pack constraints: 5-8 kg mass budget for a ~70 kg platform, 3-5C peak discharge, 48-58 V nominal voltage borrowed from industrial domains, operating range of -40 to 60 degrees C. Authors call explicitly for industry standards and safety certification as a prerequisite for commercialization. All values are analysis-derived.

Governing standard? None exists. The authors state the gap directly. Every pack-level parameter in this paper is Tier 3 sourced from engineering analysis, not from a published standard.

DVP consequence? Acceptance criteria for humanoid pack qualification must be program-defined and defensibly documented. Adjacent-domain borrowing (ISO 13482, IEC 62619) requires explicit justification per parameter.

### Light-Sport Lane Primer

14 CFR Part 22, effective July 24, 2026 under the [MOSAIC final rule](https://www.faa.gov/aircraft/MOSAIC), created a light-sport powered-lift category that operates on manufacturer self-certification. The FAA issues no type certificate and conducts no bilateral MOC negotiation. The manufacturer signs a statement of compliance (FAA Form 8130-15) attesting conformance with FAA-accepted ASTM consensus standards.
