# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

## Issue 7 — China

CATL, BYD, and the market that sets the floor

### The Tail Case

- [CALB's 177 Ah Defect Lands Against a 4.7% Net Margin](<https://anchor.is/the-hysteresis/issue/7/china/article/33068/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-24

CALB's 177 Ah LFP cell, swelling, leaking, and throwing insulation faults across an estimated [213,000 vehicles](https://carnewschina.com/2026/07/21/calb-battery-issues-trigger-massice-failures-in-gac-aion-s-fleet/) including GAC Aion S, certain XPeng, and Leapmotor models, is the largest quality event to hit a Tier-2 Chinese cell maker while consolidation pressure is already compressing margins. GAC Aion [extended the warranty](https://cnevpost.com/2026/07/18/calb-in-spotlight-gac-aion-s-battery-cell-defects/) to 8 years/300,000 km. Only for Aion S. No formal recall filed.

### Floor Filters

- [Three Filters, No Exits](<https://anchor.is/the-hysteresis/issue/7/china/article/33070/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-24 · Format: The Structural Map

Lithium carbonate fell 7.2% in a week. LFP ESS cells held flat. That decoupling is not noise. Three filters now active on overlapping timelines are sorting Chinese cell capacity into tiers of bankability: quality enforcement that closes the EV channel for producers who can't fund qualification, a staged fiscal squeeze through consumption tax and VAT rebate elimination, and contract-accountability requirements that make balance-sheet depth a pricing dimension in ESS procurement. None of these filters require a line to shut down. Provincial incentives keep nameplate intact. The generic China EXW spot and the bankable procurement price are separating into two different numbers, and the spread between them is widening from three directions at once.

### Leader Economics

- [CATL's H1 2026 Margin Spread Is a Stratification Map](<https://anchor.is/the-hysteresis/issue/7/china/article/33069/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-24 · Format: Leader Economics

CATL's H1 2026 filing shows both segment gross margins falling while the spreads between them widened. Overseas margin rose to 29.97% as domestic compressed to 21.16%, pushing the geographic premium to 8.81 percentage points from 6.08 a year earlier. ESS held its premium over power battery. Utilization climbed to 94.86% on a capacity base 52% larger. This is selective pricing power exercised at near-full output while the cash position grows. The Tier-2 cohort is improving from distressed levels. It is not converging.

### Filter Dashboard

Seven filters on the market that sets the global cell price floor.

Three policy instruments are converging on a compressed timeline: GB38031 now in force with MIIT inspectors at OEM plants this week, a consumption tax returning after years of exemption in September, and export rebates heading to zero by January. Each hits different producers at different points in the cost structure. The pass-through gap between raw materials and finished cells widened again. Lithium carbonate dropped 7.2% WoW while cell and system prices held flat, which means someone is absorbing margin or the floor has structural support beneath it.

Production growth continues to outrun domestic EV demand, with ESS and exports picking up the slack. CATL's H1 filing shows the financial distance from the field growing, not shrinking. And a Tier-3 quality case at CALB lands in the same week MIIT starts enforcing the new safety standard.

GB38031-2025 effective July 1. Core change: thermal diffusion must produce no fire or explosion, replacing the prior five-minute escape window. MIIT sampled vehicles and batteries at GAC Aion and Xpeng on July 24 (People's Daily). No type-approval failures or cell-maker exclusions reported publicly. Xinhua industry estimate puts compliance cost at 15–20% above prior battery-system costs.

2% consumption tax on lithium-ion batteries effective September 1, 2026. Steps to 4% September 2027. Sodium-ion, solid-state, and fuel cells exempt through December 2028. Products require national-standard compliance and testing reports before first filing. MOF/GAC/STA notice, July 16.

VAT export rebate cut from 9% to 6% as of April 1, 2026. Goes to zero January 1, 2027. InfoLink (July 22) flags this as the larger pricing lever for exporters: eligible exports can still claim exemption or refund on the consumption tax, but the rebate loss hits every outbound quote directly. MOF/STA, January 9, 2026.
