# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

CATL, BYD, and the market that sets the floor

### FCC Inverter Action

- [The FCC Gate Sits at the Inverter](<https://anchor.is/the-hysteresis/issue/8/china/article/33724/markdown>) — By [Ronan Adike](<https://anchor.is/the-hysteresis/team/74/markdown>) · Published 2026-07-31

On 28 July the FCC added foreign-produced connected power inverters to its Covered List, acting on an interagency national security determination issued the day before ([FCC notice](https://www.fcc.gov/document/fcc-adds-foreign-produced-power-inverters-and-robots-covered-list-0)).

### Export System Map

- [Ten Points Came Off the Export Stack in July. January 1 Reprices It](<https://anchor.is/the-hysteresis/issue/8/china/article/33726/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-31 · Format: The Structural Map

Section 122's 10% surcharge lapsed 24 July, no extension in the record. Chinese-origin cells under HTS 8507.60.00 now carry a combined 28.4% ad valorem, ten points below where most 2026 landed-cost models still sit. On a grid-scale project claiming 48E that relief is worth nothing. On one that isn't, it is worth all ten points. And 10 November controls winding and formation equipment, not sub-200 Wh/kg storage cells. Four dated events reprice the export stack before January. Three are commonly misread. The most-watched is misread worst.

### CATL Export Economics

- [CATL's Overseas Premium Nearly Doubled in Two Years. The Overseas Line Moved 0.32 Points.](<https://anchor.is/the-hysteresis/issue/8/china/article/33725/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-31 · Format: CATL Export Economics

CATL's H1 2026 interim puts overseas gross margin at 29.97% against 21.16% at home. Two years ago that gap was 4.47 points. It is now 8.81, and almost the entire widening came out of the domestic line falling. Overseas moved 0.32 points across matched halves.

### Domestic Signals Dashboard

Prices moved in three directions this week. Lithium carbonate rebounded modestly after a sharp two-week decline. Large-format ESS cells fell for the first time in a month. AC system prices sat still. The gap between tradable upstream inputs and buyable system-level objects stayed open, and widened slightly.

The structural signals underneath are more interesting. CATL's H1 filing showed utilization climbing toward 95% on 525 GWh of capacity while the industry average sits near 80%. MIIT expanded GB 38031-2025 inspections to five OEMs in four weeks, though no enforcement consequences have surfaced publicly. And three policy clocks are now running simultaneously: consumption tax in 31 days, export-control suspension expiry in 102, VAT rebate elimination in 154. Starting in September, any RMB/Wh quote that omits tax basis and destination is not decision-grade.

InfoLink assessed battery-grade lithium carbonate at RMB 144,000/MT on 29 July, +2.1% WoW. Breaks a two-week slide of -5.0% and -7.2%, but still 10% below the 8 July local peak. SMM flagged buyer resistance and just-in-time procurement. Read this as a supply-side dead-cat bounce, not demand pull.

InfoLink's 280/314 Ah LFP ESS cell average fell to RMB 0.360/Wh on 29 July, -2.7% WoW. First move after three flat weeks at RMB 0.370/Wh. The concessions are targeted: preferential pricing for major buyers locking Q4 volumes, not a universal clearing price. Tier-2 producers are likely offering steeper discounts off-index.

Tag: System Prices

InfoLink's 2-hour DC liquid-cooled container edged -1.0% to RMB 0.49/Wh. All three AC-system durations (1h, 2h, 4h) unchanged. PCS, thermal management, fire protection, and commissioning costs eat cell-level concessions before they reach the buyable system. Cell price is not system price.

Tag: Production Gap

CABIA data via CnEVPost: H1 combined production +53.3% YoY versus domestic power-battery installations +12.0% YoY. ESS sales (+83.4%) and exports (+42.5%) absorbed the difference. SMM reported industry-wide utilization near 80%, with smaller producers still order-constrained. The overcapacity is real but unevenly distributed.

CATL H1 2026 filing: 94.86% battery-system utilization on 525 GWh capacity, up from 89.86% in H1 2025. Revenue RMB 276.9B (+54.8% YoY). Overseas gross margin 29.97% vs. 21.16% domestic. Cash and trading financial assets at RMB 440.2B. That 15-point utilization gap between CATL and the industry average is the overcapacity story in one number.

GB 38031-2025 took effect 1 July for new-model type approval. MIIT inspected GAC Aion and Xpeng on 24 July (Xinhua confirmed). TechTimes reported a second wave today at Chery, NIO, and JAC. No test results, failed approvals, or supplier disqualifications in the public record yet. Enforcement pace is real; enforcement consequences remain invisible.

MOF Announcement No. 20: 2% consumption tax on lithium-ion batteries from 1 September 2026, rising to 4% on 1 September 2027. Sodium-ion and solid-state exempt through 31 December 2028. Export consumption-tax exemption unchanged. Valuation guidance for integrated ESS products still unpublished. Without it, tax basis on bundled systems remains ambiguous.

MOFCOM's suspension of Announcement No. 58 export controls expires 10 November 2026. Covers cells ≥300 Wh/kg, key manufacturing equipment, and artificial graphite anode materials. No public notice modifying or extending the suspension found through MOFCOM's 24 July announcement index. VAT export rebate drops to zero on 1 January 2027, 154 days out.
