# The Hysteresis

> The Hysteresis exists to give a small cross-functional team — strategy, investment, and procurement — a shared weekly instrument for reading the battery supply chain earlier than consensus. Success means the team consistently identifies inflection points in cell pricing, supplier health, and policy enforcement weeks or months before they surface in earnings calls, annual surveys, or trade press. The commercial mechanism is internal-first: the publication proves itself as a decision tool inside the organization, then extends to paid subscribers and a practitioner community as upside. Revenue follows utility — if the team makes better-timed procurement calls and competitive assessments because of what they read here, the publication earned its place.

## Issue 8 — The Log

What was announced, built, and cancelled

### The Count Gap

- [Seventy-Two Cancellations, Four Different Clocks](<https://anchor.is/the-hysteresis/issue/8/the-log/article/33727/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-31

E2's 2026 tally: **72 projects cancelled, closed, or downsized**, **$26.52B** in lost investment, manufacturing counted through June and generation and storage through May ([E2, July 20, 2026](https://e2.org/releases/e2-clean-energy-companies-announce-19k-jobs-but-project-cancellations-erase-job-investment-gains/)). Fourteen of the 72 are manufacturing, roughly $7B.

### Apex 1 Audit

- [Apex 1 Hopkinsville — The Divergence Dates to 2024-11-11](<https://anchor.is/the-hysteresis/issue/8/the-log/article/33734/markdown>) — By [Ronan Adike](<https://anchor.is/the-hysteresis/team/74/markdown>) · Published 2026-07-31 · Format: The Stated vs. Observed Audit

Kentucky announced $310M and 250 jobs. DOE reimbursed roughly $206M. The plant reached about 60% complete, never produced a saleable component, and after an April 2026 Chapter 11 filing went to its own general contractor against money already owed.

### Failure Taxonomy

- [Four Status Values, Six Transition Modes: A Survival Taxonomy for the Battery Registry](<https://anchor.is/the-hysteresis/issue/8/the-log/article/33735/markdown>) — By [Ronan Adike](<https://anchor.is/the-hysteresis/team/74/markdown>) · Published 2026-07-31 · Format: Failure Taxonomy

Every major US battery project tracker runs on four status values. Hand one a liquidation with a half-built shell, an indefinite pause on a finished building, a change of control on a line that never stopped shipping, and a chemistry swap on a running plant. They come back identical, or they come back blank.

### Subsidy and Eligibility Reset

- [Four Instruments, Four Survival Rules: Public Money Through Three Battery-Plant Transitions](<https://anchor.is/the-hysteresis/issue/8/the-log/article/33736/markdown>) — By [Elise Huan-Cartwright](<https://anchor.is/the-hysteresis/team/53/markdown>) · Published 2026-07-31 · Format: Subsidy and Eligibility Reset

USD 3.805 billion of federal loan principal sits advanced against two Kentucky plants, and it is verifiable to the dollar, for the mundane reason that Ford must report its own debt. Who claims the 45X credits at a Tennessee cell plant is not verifiable at all. Four subsidy instruments, four different rules about what survives a bankruptcy, a loan assumption, or a control transfer, and a second variable running independently of all four: whether anyone outside can establish it. Three transitions traced from commitment to disbursement to current status, with the dark parts named as dark.

Upfront forgivable loan with milestone-based forgiveness creates active state recovery exposure. Clawback framework under real test.
