Visa and Cloudflare independently rebuilt paper-era governance concepts for automated actors. The convergence reveals what institutional controls must become when the actors they govern carry no ambient context at all.

Enterprise workflow systems spent decades encoding institutional authority in software. Web agents now traverse that authority without inheriting it, and a federal audit shows we've already seen what that gap produces.

Paper forms encoded institutional authority, routing, and accountability into their physical structure.
