The Seven Words
"The apartment has air conditioning."
I've been sitting with this sentence. You see it in listings, hear it on apartment tours, find it folded into lease agreements like a settled matter. It sounds like a fact. It is a fact. But notice what it's doing besides stating a fact. It's closing a question. It's saying: this part is handled, you're safe from the heat, move on to the next concern.
In Maricopa County, Arizona, 111 people died of heat-related causes indoors in 2025. In 94 percent of those cases, an air-conditioning unit was present in the home.
The machine was there. The person still died. So what was the sentence actually promising?
I started trying to count all the conditions that have to hold, simultaneously, for "has air conditioning" to deliver what it seems to mean. The unit must be present. It must be powered. It must function. The person living there must be able to afford to run it. Someone must be authorized to repair it when it breaks. A trained person must exist and be available to do the repair. The occupant must be physically able to operate the controls and recognize when the system fails. And someone, somewhere in their life, must notice when all of this falls apart.
Break any single link and the sentence becomes a description of a machine in a room where someone is dying.
Present
Start with the simplest condition. The unit exists. It's physically in the home.
In Maricopa County's 2025 data, only 5 percent of indoor heat deaths occurred in homes with no air conditioning at all. The machine's absence is almost never the problem anymore. Its presence is where the interesting questions start.
The county breaks down indoor deaths by structure type: houses, apartments, mobile homes, RVs and trailers. That last category stopped me. Twenty-three percent of indoor heat deaths occurred in an RV, trailer, or mobile home, while those structures account for just 5 percent of Maricopa County's housing stock. A window unit in a trailer and a central system in an insulated apartment are both "present." The word works identically in both sentences. The thermal reality is completely different. Thin walls, minimal insulation, direct sun beating on a metal roof. "Present" tells you the machine is there. It tells you nothing about whether the machine can actually win the fight against heat pressing in from every surface. It doesn't tell you what the room is made of.
Powered
Among indoor deaths where AC was present, 4 percent involved homes with no electricity. A small number, but it clarifies something I keep noticing about the distance between infrastructure and access. Sometimes that distance is as simple as a shutoff notice that arrived while someone was hospitalized, or a billing dispute that outlasted a person's ability to make phone calls in July.
The grid reaches the building. The account is closed. The machine becomes furniture.
Functioning
This is the figure that rearranged how I hear the sentence.
Among indoor heat deaths where AC was present, 72 percent of those units were not functioning. Not missing. Present, but broken.
The power was on. The machine was in the room. The air coming out was warm, or there was no air at all.
What breaks an air conditioner? Compressors fail. Capacitors burn out. Refrigerant leaks. Filters clog until airflow drops below the threshold where the system can cool anything. Coils corrode, circuit boards short. These are ordinary mechanical failures on a timeline shaped by age, maintenance history, and how hard the climate pushes. In a county where summer temperatures regularly exceed 110°F, that timeline compresses hard.
And the regulatory environment is compressing it further. The EPA's HFC phasedown restricts the manufacture of new residential systems using R-410A, the refrigerant in most units installed over the past two decades. As of January 2026, R-410A components can no longer be used to install a new system, though they can still be sold for servicing existing ones. The transition to lower-GWP refrigerants like R-454B requires different components, different safety protocols, different training. Older systems using R-22 face a sharper constraint: a broken R-22 outdoor unit can't simply be swapped for an R-410A unit because the indoor coil isn't compatible with the higher pressures. Trade publications have reported price increases of 3 to 15 percent on new equipment, and the industry trade group ACCA documented an R-454B shortage in 2025 that left contractors unable to complete installations and service calls.
I want to be careful here. The refrigerant transition addresses a real environmental problem. HFCs are potent greenhouse gases. But the transition means the cost of keeping an older unit alive is rising at the exact same time the cost of replacing it is rising. The people most affected are those whose units are oldest, which tends to mean those whose housing is cheapest. The environmental fix and the survival need are pulling against each other for the people with the least room to absorb the tension. That's not an argument against the transition. It's a reason to pay attention to who's caught in the middle of it.
Running
This is the one I keep coming back to. Another 23 percent of AC-present indoor deaths involved units that were functioning but turned off.
The air conditioner worked. It was off.
The medical examiner's scene investigation can determine whether a unit is on or off, functioning or broken. It cannot determine why someone didn't turn it on, or whether "didn't" is even the right word. The possibilities sprawl: the electric bill. Unfamiliarity with the controls. A belief that the heat wasn't dangerous yet. Cognitive impairment that made operating a thermostat impossible. A lifelong habit of open windows carried from decades when summers were survivable without mechanical cooling. A power-saving instinct from a time when that instinct wasn't lethal.
We don't know the distribution across these reasons. We just know that nearly a quarter of the time, the machine could have helped and didn't, for reasons that lived inside the person rather than the equipment.
A functioning unit that isn't running is, thermally, identical to a broken one. But the chain of failure is completely different. One is mechanical. The other is about the gap between what a system provides and what a person can actually use. And this is where something keeps nagging at me. The CDC names air conditioning as the number one protective factor against heat death. That guidance assumes a particular person. Someone who controls their thermostat, who can weigh the cost of electricity against the cost of heat exposure and act on the calculation. Think about someone sitting in a hot room next to a working unit they're afraid to turn on because of what the bill will look like. The CDC guidance is correct. The person it imagines standing in front of the thermostat is where it stops working.

Who gets to call for a repair?
The Maricopa data doesn't distinguish between renters and owner-occupants among indoor heat deaths. This gap matters in a specific way. An owner with a broken unit faces a cost problem. A renter faces a cost problem filtered through someone else's willingness to spend money, on someone else's timeline, according to someone else's sense of urgency.
Houston shows what it looks like when a city tries to close this gap. The city's current building code requires property owners to provide cooling equipment capable of maintaining a maximum indoor temperature of 80°F, or 20 degrees below outdoor temperature, whichever is warmer. But the code includes an exemption: if the owner provides window screens instead, the cooling requirement doesn't apply. In a city where summer temperatures routinely exceed 100°F, a screen is not a cooling system. It's a holdover from an era when ventilation was enough.
On July 13, Council Member Alejandra Salinas proposed an ordinance that would eliminate the screen exemption and require landlords to provide and maintain operable air conditioning in all rental habitable spaces. The proposal has not been enacted; local reporting indicates a committee hearing is expected later this month. What caught my attention is how precisely the proposal names the conditions the Maricopa data reveals as missing. Not just "present" but "operable." Not just "installed" but "maintained." The ordinance would try to make the sentence "the apartment has air conditioning" mean something closer to what people already assume it means when they hear it. Whether the enforcement infrastructure exists to support that meaning is a question the ordinance doesn't touch.
Repairable
Even when the repair is authorized, someone has to show up.
The Bureau of Labor Statistics counts 425,200 HVAC mechanic and installer jobs in the United States as of 2024, with a projected 40,100 annual openings through 2034, many of them replacing workers who leave the field. The median annual wage is $59,810. The workforce is 97 percent male, with about 19 percent of workers aged 55 or older. BLS notes that technicians may work overtime or irregular schedules during peak heating and cooling seasons.
These are national averages. They don't capture what happens in a specific metro area during a specific heat wave, when every unit that was going to fail this summer fails in the same week. Industry data from the contractor trade group ACCA suggests the strain is chronic, not just seasonal: hiring an experienced technician can take 9 to 20 weeks, with annual turnover rates between 18 and 22 percent, according to figures ACCA attributed to a recruiting partner.
So the repair link isn't just about money or authorization. It's about whether a trained person with the right parts and the right refrigerant certification exists in the right city during the right week. In a 110°F July in Phoenix, "we can get someone out Thursday" is a sentence with physiological consequences.
Reachable
Ninety percent of Maricopa County's indoor heat deaths occurred among people aged 50 or older.
Heat kills through a cascade of physiological failures that accelerates with age, chronic illness, and medication interactions. But the vulnerability isn't only about what's happening inside the body. It's also about interface. Think about what a thermostat assumes about the person standing in front of it. A digital display with small text. Buttons or touchscreens requiring fine motor control. Programmable schedules defaulting to settings nobody remembers choosing. Increasingly, app-controlled smart systems that require a phone, a Wi-Fi connection, and a software update. Wall-mounted units positioned at a height that assumes you can reach them, read them, press the right sequence. Every design choice encodes an assumption about who the user is: someone with good vision, steady hands, technological fluency, and the ability to stand.
A person with limited mobility who lives alone and whose AC fails overnight may not realize the room has crossed a dangerous threshold until their own cognition has degraded enough to prevent them from responding. The unit is present. It may even be functioning. The person who needs it most can't tell.
Noticed
Forty-eight percent of Maricopa County's indoor heat deaths were discovered during a welfare check. Fifty-three of 111 people. Found because someone came looking.
The county defines a welfare check in this context as when a neighbor, family member, or emergency medical services is called to check on someone. But that definition is fragile in its own way. It requires a person in someone's life who expects to hear from them, who notices the silence, who has a way to reach the door. For roughly half of indoor heat deaths, the failure of the machine was compounded by the thinness of that human thread.
The welfare-check figure implies its inverse. If 48 percent were found because someone came looking, many of the rest were found by other means: a scheduled visit, a return home, something worse. The county report doesn't elaborate. But the pattern is legible enough. Indoor heat death is, disproportionately, something that happens to people who are alone. The unit fails. Nobody knows.
The Sentence Again
"The apartment has air conditioning."
Count the silent conditions now. The unit is present. The power is on. The unit functions. The occupant can afford to run it. The occupant or their landlord is willing and authorized to repair it when it breaks. A trained technician with the right parts exists and is available. The occupant can physically operate the controls and recognize failure. Someone in their life will notice if they stop answering the phone during a heat wave.
Every one of those conditions has to hold simultaneously, in the same room, on the same day. The Maricopa County data tells us how often they don't. A hundred and eleven people died indoors. In the vast majority of those deaths, an air-conditioning unit was right there.
What unsettles me isn't that any single link is hard to see. Each one, named, is obvious. Of course a broken AC doesn't cool a room. Of course a unit you can't afford to run is functionally absent. Of course an elderly person living alone is more vulnerable when systems fail. None of this is hidden. It's just that the seven words let us stop at the first link and feel like the question is answered. Present. Done. Safe.
I keep wondering who benefits from the question being so easy to satisfy. Not in some conspiratorial way. Just: if the sentence is enough to check the box, then nobody has to ask about the compressor's age, or the refrigerant type, or the tenant's electric bill, or whether anyone will come looking if the unit dies on a Tuesday night in July. The sentence does real work in the world. It appears in leases, in listings, in housing inspections, in the mental calculus people make about whether a place is livable. It satisfies a question that has far more conditions than the answer acknowledges.
The sentence is true. What it seems to promise is something else entirely. And I don't know how to close that gap. I just know it's there, and that in the space between the seven words and all the conditions they silently contain, the chain keeps breaking in ways nobody is required to see.
