Jean Parks left her Beulah home on June 29 with two T-shirts, a pair of pants, and shoes. The Aspen Acres Fire took the rest. By late August she was staying in a friend's converted chicken coop she'd named "Casita de Bawk Bawk," and she was evacuating that too, every time floodwater came off the burn scar above the house.
Parks is also the office manager for the Pine Drive Water District, the small utility serving 166 taps in the hills southwest of Pueblo. So while she was living out of a chicken coop and dodging floods, she was helping sandbag the treatment plant, scrubbing mud and sludge out of contaminated tanks, superchlorinating them, flushing them, refilling them with fresh water. On August 12, she and the rest of the staff submitted samples to the Colorado Department of Public Health and Environment.
Results came back clean the next evening. CDPHE said the water was safe to drink. Crews began restoring service door to door on August 14.
Parks knew exactly what that clearance meant, because she works inside the system that produced it. A week later the district told the Colorado Sun that water was flowing but staff couldn't say how long they'd be able to keep it flowing. By September 8, CPR reported the plant was running "for now," operators still unsure about continuous operation.
"What's next?" Parks had asked. "The Pestilence?"
She is in the unusual position of standing on both sides of the district's central problem: the person who helped generate the clean result, and one of the people whose house is gone. Across the district's 166 connections the situations vary — households that lost everything, households that never left, households weighing a return to an intact home with a displaced grandparent in a motel in Pueblo. All of them are working in the space between what the state certified and what the district can promise. Most of them have less information about that space than Parks does.
Fire, then water, then mud
The Aspen Acres Fire burned through the watersheds that feed the North St. Charles River, which is Pine Drive's source. It burned around the treatment plant and across the district's underground tank sites. And it destroyed roughly 70 of the district's 166 connected homes.
Those 70 destroyed houses created a problem that has nothing to do with water quality. When a house burns, its faucets and service lines crack open and the whole distribution system drains through them. Pressure drops. Ash and dirt get pulled into empty pipes. By the fire's second day the system was dry. On July 7, CDPHE issued a bottled-water advisory and specified that boiling wouldn't help, because the concern included fire-related chemicals, not only bacteria.
Then the burn scar did what burn scars do. Fire bakes soil into something water-repellent, so rain that used to soak into forest floor sheets off it instead. On July 28, one to three inches fell over the scar by evening. Ash, silt, chemicals, downed trees, and debris washed into the creeks feeding the plant, and the floodwater damaged the utility building and the intake infrastructure. Crews who had spent three weeks cleaning up after the fire were now cleaning up after the flood the fire had made possible.
Parks was in the middle of that. She and the two-person crew cleaned the contaminated tanks, sandbagged the wells and the plant ahead of the next storm, and borrowed 100,000 gallons from neighboring Beulah Water Works just to have enough clean water to flush their own lines with.
"We have a lot of water, but not a drop to drink."
Pine Drive's intake valves are built to close automatically when the source water gets too turbid — too cloudy with suspended sediment for the filters to handle. That protects the equipment, and it also means the plant can't treat anything until the river clears and drops. Operators shut the plant down during floods for the same reason. Every shutdown stops water production, and every restart means flushing, testing, and waiting.
On August 16, two days after service restoration began, an inch and a half of rain fell in roughly 90 minutes. The flash flood killed 80-year-old Henry R. Humphreys in Beulah.
What the samples actually tell you
The August 13 clearance rested on samples that CDPHE said covered multiple pollutants, including bacteria and volatile organic compounds like benzene. All results met applicable safety standards.
That finding is real and narrow. It means the water sitting in the system at the time of sampling, treated by the plant as the plant was operating that day, passed the tests it was given.
What the public record doesn't show is how many samples were collected, or where — at the plant, the storage tanks, distribution endpoints, household taps, or some mix. The rescission document itself, linked from Pueblo County's emergency status page, could not be retrieved. Available reporting doesn't say whether turbidity, metals, nutrients, residual chlorine, or disinfection byproducts were in the panel.
CDPHE's restoration instructions acknowledged some of the limits. Returning customers were told to flush cold taps for five minutes, then hot taps for five minutes, throw out stored ice, and flush or clean appliances and filters. Stage 3 restrictions stayed in force, holding use to essential indoor purposes. Fire-damaged buildings stayed disconnected, since burned or melted service lines have to be replaced, and the district was told to consult the state before restoring those connections.
A sampling result describes specific locations on a specific day. The question families in Beulah are asking is whether they can count on this water next week, after the next storm, through the winter. The clearance was never built to answer that.
One operator, half the customers, a changed river
The reasons the plant might not stay continuously online are specific.
Start with the source water, which is no longer the source water the plant was designed around. A Colorado Springs Utilities specialist told CPR that post-fire raw water can require different chemical quantities, because runoff off a burn scar carries more sediment, metals, and nutrients. District officials said even a fully repaired pre-fire plant might not be capable of treating what's now arriving down the creeks.
The plant's flood protection is temporary: sandbags and concrete barriers, which held through the August storms. District officials have said a permanent diversion is needed.
And the staff is thinning. Pine Drive had two employees in August and expected to be down to one after a resignation. On September 3 the district posted a vacancy for a water operator available nights, weekends, leaks, and malfunctions. The posting lists the routine duties required under the state's drinking-water rules: turbidity testing, residual-chlorine and pH monitoring, jar tests, chemical dosing, scheduled laboratory samples. Colorado's entry-level treatment certification was preferred, though the district would let a new hire train toward it within a year.
A system that shuts down and restarts with the weather needs somebody physically there during storms. With one operator, that person can't be sick, can't sleep through a thunderstorm, can't leave town on a Friday. Parks knows the arithmetic from the office side: the job posted September 3 is the job that keeps water moving while she handles everything else.
Money makes the staffing problem harder to solve. Those 70 destroyed homes are about 42 percent of Pine Drive's connections. The monthly base charge is $140, plus $4 per 100 gallons above 2,000. If those customers don't rebuild, the district loses close to half its revenue while its infrastructure costs stay put, or rise, given the damage.
A 2019 engineering report put Pine Drive's annual operating costs at roughly $277,000. Pueblo County's 2024 hazard-mitigation plan noted the distribution system was already losing an average of 15 percent of its daily water to leaks, before the fire. The state's drinking-water revolving loan fund eligibility list associates Pine Drive with an $8.75 million project covering treatment, distribution, storage, and meters — but sitting on an eligibility list is not an award. A January 2026 prequalification meeting recorded a $695,000 project estimate; the reviewed records don't reconcile the two figures or indicate which scope is live. No executed loan or grant shows up anywhere in them.
Officials have said plainly that the smaller customer base and the proposed repairs could threaten the district's ability to continue operating.
On September 4 the federal government approved a major disaster declaration covering the fires and the flooding that followed, which opens Public Assistance, the FEMA program that reimburses local governments for repairing public infrastructure. No Pine Drive award or approved project has been publicly identified.
Two to five years of this
National Weather Service guidance says most burn areas stay prone to flash flooding and debris flows for at least two years, with the sharpest risk in the first two. How long it actually lasts depends on burn severity, erosion, terrain, and how fast vegetation comes back. District officials said they'd been told to expect flooding for three to five years, though published reporting doesn't identify which agency gave them that number.
The triggering thresholds are low. NWS guidance puts debris-flow potential in some burn areas at around half an inch of rain in an hour. July 28 brought one to three inches. The fatal August 16 event followed an inch and a half in 90 minutes. USGS and the state transportation department have installed a monitoring station at Game Gulch on Highway 78 specifically to watch for debris coming off the Aspen Acres scar.
The NWS Pueblo office's fall outlook gives better-than-even odds of above-normal precipitation across south-central Colorado through November. That's a seasonal probability, not a forecast of any particular storm. For a plant that closes its intakes when the river runs dirty, though, every storm is a question about whether the water comes back on.
Nobody has published a site-specific post-fire assessment for the Aspen Acres burn area — no soil burn severity mapping, no debris-flow probability modeling of the kind federal teams produce after large fires. Federal vegetation-condition mapping was still listed as pending as of August 11.
Pine Drive is not alone in this sequence. Systems serving a few hundred people on annual budgets under $300,000, with one or two certified operators, are the least equipped to absorb what happens when fire rewrites the source water and floods break the intake — and they are often the systems serving communities in the fire-prone mountain country where the sequence is most likely. Pine Drive was already losing 15 percent of its water to leaks and carrying deferred capital needs on June 28. The fire and the floods moved it from stretched to possibly unviable at its current size.
What people are deciding without
Over Labor Day weekend, volunteers gathered in Beulah for a county-supported cleanup: hauling mud and debris, sorting donations, making small repairs. The county's Recovery Assistance Center closed Monday for the holiday and reopened September 8. A lot of the people shoveling mud that weekend were the same people trying to decide whether to move back, working from the same partial picture as everyone else. As of September 8 the county's dashboard listed 79 Beulah households in its lodging-assistance system — a figure that covers all of Beulah rather than Pine Drive's customers specifically, and that doesn't separate households still displaced from households counted cumulatively.
So the families weighing whether to come home, whether to stop buying bottled water, whether to send a displaced parent or grandparent back up the hill, are working with this: the water met standards on August 12. The plant was running as of September 8. The operator position was posted September 3. What they don't have is a forecast of system reliability, a public count of restored connections or occupied homes inside the district, a site-specific assessment of how long the scar will keep loading the river with debris, or a financial plan showing how the district operates at 58 percent of its pre-fire customer base.
None of that is the staff withholding. The district's August letter to the federal government laid out the staffing, financial, and treatment problems without softening them. The gap sits between what the regulatory system is built to certify — a set of samples meeting standards on a given day — and what a household needs in order to make a decision that plays out over a winter.
Parks isn't in a position to make the decision the advisory was designed to settle. Her house burned. Her temporary shelter floods. She's keeping the office running for other people's returns while her own situation stays open.
"Everything that was insured didn't burn."
She said she knew she'd been luckier than some.
She also knows what the next hard rain could do to the river, the intake valves, the filters, and the one operator left. That knowledge isn't written down anywhere the rest of the district can find it.
