No public source quotes a landed, FEOC-compliant, warranty-backed US BESS $/kWh. The number doesn't exist because it would require collapsing five separately priced layers into a single figure, and those layers are negotiated privately, per-project, per-lot.
China EXW LFP ESS cells assessed at RMB 0.370/Wh average as of July 15 (InfoLink) are real. So is BNEF's $70/kWh stationary storage pack from its December 2025 survey. Neither is a US-executable number. Between that cell quote and a financeable US system sit Section 301 tariffs (25% on Chinese non-EV batteries since January 2026), FEOC compliance filtering that Wood Mackenzie/ACP called "a critical developmental bottleneck over the next 2–4 years," warranty and degradation underwriting, UL 9540A safety proof, and bankability acceptance.
Lithium carbonate softness (SMM battery-grade at RMB 151,446/MT, July 17) pulls China cell spot lower. It does not mechanically reset US system quotes, because the binding constraint on US BESS pricing right now is compliant supply scarcity, not input cost. LGES posted negative operating margins excluding 45X credits in Q2 2026. The non-Chinese supply that clears US compliance filters is loss-exposed even with subsidies. China spot is negotiation gravity. It is not your executable price.
The five layers, bottom to top:
China EXW cell — RMB 0.370/Wh avg, InfoLink July 15. ~$51/kWh. Public, weekly.
China DC-side system — RMB 0.50/Wh avg, InfoLink July 15. ~$69/kWh. Adds PCS, thermal, fire protection, EMS. Public, weekly.
Section 301 tariff — 25% on HTSUS 8507.60.0020, effective Jan 1, 2026. CBP rules Chinese-cell origin follows the cell, not final assembly country.
FEOC compliance — Per-lot MACR calculation: 60% non-PFE threshold in 2026, rising to 85% post-2029. LFP cathode production remains almost entirely in China (IEA). Not a spec-sheet attribute; a documented proof burden.
Warranty + bankability — Degradation underwriting, UL 9540A safety file, augmentation guarantees, lender acceptance. No public series. Fluence 10-K: supplier component failures create liability exceeding the defective part's cost.
The spread: Tier 3 sources estimate US installed utility BESS at $230–$320/kWh vs. China at $90–$130/kWh. The gap is the stack above.
