On October 10, 2018, Hurricane Michael hit Mexico Beach, Florida, with sustained winds above 155 miles per hour. The community was mostly older homes. The devastation was nearly total. Amid the wreckage, a handful of structures built to modern Florida Building Code standards stood largely intact. One home on reinforced pilings with impact-rated windows became a national news photograph, the visual proof of what a building code can do when someone actually follows it.
The vast majority of destroyed structures had been built before the statewide code took effect in 2002. FEMA's case study was explicit: buildings constructed to the new code "have generally performed well," but "there still exists a significant population of older buildings constructed prior to 2002 that remain at risk." The Panhandle had historically weaker enforcement than South Florida. The pre-2002 buildings were the ones that died.
The numbers since then have been impressive. FEMA estimated that Florida avoids over $1 billion in annual losses across one million structures because of the code. After Hurricane Ian in 2022, the Insurance Institute for Business & Home Safety assessed more than 3,000 homes and estimated the modern code prevented between $1 and $3 billion in damage to single-family homes alone. Within a few years of the FBC's implementation, all Gulf states and East Coast states had adopted some form of hurricane wind-load codes. Florida's code became the national reference standard.
FEMA's own research found that proper administration and enforcement of the Florida Building Code provides an additional 15 to 25 percent reduction in losses beyond the code's baseline effect. That 15 to 25 percent is what an inspector is worth.
So the code without real enforcement does measurably less. The Commission understood this. They spent two of their five foundations on enforcement and accountability. Of the 18 hurricane-coast states IBHS evaluated in 2024, eight scored lower than in 2021, a trajectory consistent with states that adopted code language without building the enforcement infrastructure the Commission considered essential.
The People Who Check
The people who enforce building codes are aging out. A 2014 national survey by the National Institute of Building Sciences and the ICC found that 80 percent of code officials expected to retire within 15 years. That window closes in 2029. The ICC's 2025 industry report found Baby Boomers and Gen X making up roughly 79 percent of the profession, with Millennials at 18 percent. The Bureau of Labor Statistics projects building inspector employment to decline slightly through 2034, with every one of approximately 14,800 annual openings coming from replacing departures rather than growth.
Florida itself, home to the code everyone else references, authorized 178,297 housing units in 2025, second-highest in the nation. It has approximately 11,100 licensed code administrators, inspectors, and plans examiners statewide. It must fill roughly 1,840 inspector openings per year while net employment growth runs about 138.
The post-disaster numbers tell the rest of the story. After Hurricane Ian, Cape Coral averaged more than 600 inspections per day, with waits stretching to 30 days. After Hurricanes Helene and Milton, St. Pete Beach permits sat for over 100 days. More than 900 of roughly 1,900 Treasure Island applicants were still waiting.
The Florida Senate's own staff analysis of SB 1372 in 2017 described the bill as amending Chapter 468 specifically "to address the shortage of building code inspectors and plans examiners." The shortage was a recognized legislative problem nine years ago. The demographic math has gotten worse since.
Beyond Wind
North Carolina provided the starkest documented reversal. Considered one of the most improved states in IBHS's 2021 ratings, it passed legislation in 2023, overriding the governor's veto, placing a moratorium on new building code adoption through 2031. The state will operate on the 2015 International Residential Code for at least another five years, already six years behind the latest code cycle. Former FEMA head Craig Fugate had warned the 2017 National Hurricane Conference that the Florida legislature itself was "hell bent on abandoning mandatory code upgrades," under pressure from the Florida Home Builders Association, which argued that updating codes every three years was inconvenient. In 2017, Florida voted to decouple its code from ICC release cycles. The pressure to weaken enforcement doesn't spare states with strong codes. It follows the code home.
The pattern now extends beyond wind. Colorado, responding to the December 2021 Marshall Fire that destroyed over 1,000 structures, established a Wildfire Resilience Code Board in 2023 and became one of only two states with mandatory statewide wildfire codes. But the state's own Resiliency Office has documented the implementation gap: local governments report struggling to find the expertise required for both building and site-design elements of the code. Building officials aren't trained in landscaping requirements. Fire districts familiar with defensible space aren't versed in building codes. Colorado's Division of Fire Prevention and Control hired three enforcement staff to support communities with limited capacity. Three people, for a state where Colorado Springs alone estimated 1,500 to 2,000 additional buildings per year requiring compliance review. Washington State adopted the ICC's Wildland-Urban Interface Code with an effective date of March 2024. Implementation was delayed at least two years by emergency rule.
What the Building Codes Study Commission understood in 1997, after walking through the rubble and reading the grand jury reports and holding hearings in eight cities, was that the gap between writing a code and enforcing it is where the trouble lives. They spent a decade building institutional architecture to close that gap for wind. The states now writing codes for wildfire, flood, and heat can read the Commission's records and see exactly what it took. Whether they've absorbed the full lesson or only the part about writing the code is already being answered in public records, audit reports, and inspector vacancy postings around the country. The evidence is not ambiguous. It's just not dramatic enough to make the news until the next disaster arrives and the staples show.
