Between April 20 and July 16, five federal actions converted grid-equipment demand from a supply-chain trend into a procurement and reliability obligation with regulatory deadlines attached. The Presidential Determination under DPA Section 303 declared grid infrastructure supply chains — transformers, substations, switchgear, electrical core steel — essential to national defense. FERC ordered all six RTOs/ISOs to justify or reform large-load integration tariffs within 60 days. FERC then directed NERC to file computational-load reliability standards by December 31. Hitachi Energy broke ground on a $457M large-power-transformer facility in South Boston, Virginia, adding roughly 825 jobs to an existing 850-person campus.
The demand numbers behind these actions are specific. NERC's 2025 LTRA projects summer peak demand growth exceeding 224 GW through 2035, with 13 of 23 assessment areas facing resource-adequacy shortfalls. LBNL's June 2026 report estimates U.S. data centers alone will consume 11.8% of total U.S. electricity by 2030 in the reference case, up from its 2024 estimate. The equipment to serve that load does not yet exist at the scale required. The federal government has started acting on that fact.
