Standing Certificate Observations — Bay Area and Treasure Valley Candidate Markets

First issue in the certificate observation series. Standing rates were collected at six standard terms across ten candidate institutions in the Bay Area and Treasure Valley. Peer cohort is pending approval, so no median, variance, or position summary is produced. All TechCU cells carry [V]: the rate page rendered without a confirmed California location state. Six of the ten candidate institutions show source-effective dates older than 30 days; two of those disclose no effective date. Promotional, bump-up, and nonstandard-term offers are excluded from the grid and tracked in the Promotional Register.

Stanford FCU posts an 8-month special at 4.10% APY, $100 minimum, new-money requirement. Disclosed application window closes 2026-09-14 — 30 days from collection date. Auto-renewal into 12-month at then-current standing rate. [Confirmed] Source: sfcu.org, effective 2026-07-27.
Patelco carries two nonstandard-term promotions, both effective 2026-08-07. The 7-month certificate posts 4.25% APY; the 13-month posts 4.00% APY. Both require new money, $250 minimum. MMA Condition Map

Headline MMA rate range across the peer set: 315bps (Star One 3.45% vs. 1st United 0.30%). Condition spread within a single institution: 320bps at Patelco (3.25% qualified vs. 0.05% unqualified), 299bps at First Tech (3.00% qualified vs. 0.01% unqualified). The intra-institution gap is wider than the inter-institution gap.
Three condition structures in this set:
- Binary gate. Patelco, First Tech, Provident Premier: qualification flips the rate from a floor (0.01%–0.08%) to a competitive yield. A member without Patelco checking earns 0.05% on any balance.
- Additive boost. TechCU: +10bps at balances ≥$50K with checking and DD. Base rate without boost remains a standing tier (1.00% at $50K).
- Unconditional. Star One: 3.45% at $50 minimum. No relationship gate disclosed.
Comparing headline rates across these structures without standardizing for conditions produces spreads that do not reflect what a given member would actually receive. A peer-set MMA comparison requires a defined member scenario (holds checking or does not, meets spend threshold or does not) before the rate arithmetic is meaningful. Without that definition, the table is sorting unlike products.
Infrastructure Status

Collection window: 2026-08-10 through 2026-08-15. First collection. Rate-page observations exist for candidate institutions across Bay Area and Treasure Valley markets. These observations carry individual confidence markers and collection timestamps but cannot produce peer-set medians, coverage ratios, week-over-week deltas, or normalized MMA yields. Four items are unresolved.
No approved peer cohort exists. Without a named institution list, a valid-from date, and a decision owner, there is no denominator for summary statistics. No prior-week baseline exists. Without archived observations from 2026-08-03 through 2026-08-09, movement claims and repricing dates cannot be computed. TechCU's own rate page returned an unresolved location state [Verify — LOCATION_STATE_UNRESOLVED]. MMA balance-tier and relationship-qualification assumptions have not been set.
Two source-dated offers fell within the window: Patelco 7-month promotional certificate at 4.25% APY (effective 2026-08-07); Stanford FCU 8-month special at 4.10% APY (applications through 2026-09-14).
