Most school districts in wildfire-prone states adopted air quality protocols after the 2020 smoke seasons. The custodian closes every window in the building, then checks whether the HVAC is rated to keep running or needs to be killed entirely. Bus drivers switch to recirculate. The nurse pulls asthma action plans from a cabinet nobody opens in October.

Whether to Modify the Outdoor Crew Break Schedule

Decision: Add extra rest breaks for outdoor crews. Constraint: OSHA's April 2026 National Emphasis Program now directs inspections to 55 high-risk industries. No federal rule mandates a specific smoke break frequency or duration. Beyond their control: The pace the general contractor's schedule requires.

Asthmatic's Parent

Whether to Leave Work for Early Pickup

Decision: Leave work mid-shift to pick up the child. Constraint: Employer's leave policy. FMLA requires a "serious health condition." A smoke-triggered asthma flare that hasn't reached hospitalization typically falls below that legal threshold. Beyond their control: The school's ventilation system and its filter rating.

Bus Dispatcher

Whether to Run Afternoon Routes With Windows Closed

Decision: Close windows on all afternoon routes. Constraint: Fleet age. Functioning AC comes standard on newer buses, absent on most older vehicles. Sealed windows without mechanical ventilation trap CO2 and heat inside the cabin. Beyond their control: Route duration in smoke-week traffic congestion.

Building Custodian

Whether to Swap in MERV-13 Filters Mid-Event

Decision: Pull current filters and install MERV-13 replacements mid-event. Constraint: Maintenance budget and system compatibility. Pre-2000 HVAC units with 1-inch filter slots cannot handle MERV 13. Where they fit, MERV-13 filters capture roughly 69% of wildfire-size particles. Beyond their control: How many days the smoke persists.
