The Docket's Climate Past section occasionally reconstructs composite characters grounded in documented professional realities — people who didn't exist but whose circumstances absolutely did. Esperanza "Essie" Trujillo is one such character: a Forest Service Prescribed Fire Burn Boss Type 2 on the Santa Fe National Forest, circa 2012. Every constraint she describes, every procedural requirement, every institutional dynamic is drawn from the documented record of prescribed fire management in the interior West during this period. The conversation that follows is imagined. The system she describes was not.
The Santa Fe National Forest shares a boundary with Bandelier National Monument, where in May 2000 a National Park Service crew lit a prescribed burn that escaped and became the Cerro Grande Fire. It consumed 43,000 acres, destroyed several hundred homes in Los Alamos, and caused roughly $1 billion in damage.1 By 2012, the institutional aftershocks of that event had been shaping prescribed fire culture for over a decade. In 2011, the Las Conchas Fire burned 156,000 acres in the same Jemez Mountains, reinforcing the region's reputation as a place where fire goes sideways.2
Meanwhile, the science remained unambiguous. These forests evolved with fire every 3 to 12 years. A century of suppression had shifted stand density from 15–35 trees per acre to hundreds, creating fuel loads that guaranteed the kind of high-severity fire the suppression policy was supposed to prevent.3 By 2000, the Forest Service had called for treating roughly 3 million acres of western forest annually for 15 years. A decade later, actual prescribed fire application on federal lands had remained steady or declined.4
Essie Trujillo spent eight years qualifying to address this problem, the documented average for reaching burn boss certification through the National Wildfire Coordinating Group's training and task book system.5 She would have entered the pipeline around 2004, completing her training during the very years the post-Cerro Grande institutional reckoning was reshaping what her job would look like.
You entered fire in 2004. What drew you to prescribed fire specifically, rather than suppression?
Essie: Nobody walks in and says "I'd like to light things on fire in a controlled manner, please." You start on a suppression crew. You dig line, you carry stuff uphill, you eat MREs that taste like they were packed during the Korean War. But I grew up outside Peñasco. My grandparents' place backed up to the Carson. Even as a kid I could see the forest was wrong. Too thick. My grandfather talked about how it used to look, the big ponderosas with grass underneath, and what I was looking at was this wall of small trees packed in like commuters. So when I got the chance to move into fuels, I took it. I thought, okay, this is the part where we actually fix something instead of just chasing it.
How long before you realized what "fixing something" actually involved?
Essie: About one burn season. Maybe less. The science part, I believed it then, I believe it now. These forests need fire. That's not controversial in any room full of fire ecologists. The controversial part is lighting the match. And I don't mean controversial like people disagree about the science. I mean controversial like your career is on the line every single time you reach for a drip torch.
Walk me through a burn day. What does the morning look like?
Essie: First understand that burn day is the last day of a very long process. You've got your burn plan, which has been reviewed, peer-reviewed if it's a risky situation. That came out of the Cerro Grande review.6 You've submitted your burn registration to New Mexico Environment Department by 10 a.m. the business day before.7 If you're within 15 miles of a community and the wind's blowing that direction, you've done public notification between 2 and 30 days prior.7 You've confirmed your crew, your contingency resources, your engine availability. You've been watching weather for days.
Then you wake up at four-something and you check everything again. Temperature, humidity, wind speed, wind direction. Especially wind, because wind determines where fire goes and where smoke goes.8 You drive out to the unit. You look at it. You do a test fire, small ignition to see if what the weather station says matches what the fire actually does.8 And then you make the call.
And the call is yours alone?
Essie: The call to ignite is mine. Which means the call to not ignite is also mine, and honestly that's the one I make more often. Because here's what nobody outside fire understands. The burn window, where your prescription parameters for temperature, wind, humidity, fuel moisture all line up and you have the crew and air quality is cleared, that window might be a few hours on a few days a year.9 At high elevation on the Santa Fe, fuels can be under snow or too wet for months, and when they finally dry out enough, you're heading into fire season, and your crew gets pulled for suppression.10
How often did that happen? Crew getting pulled?
Essie: Every year. Like clockwork, except actual clockwork is more predictable. When national preparedness hits level four or five, your qualified people leave.10 They don't have a choice. Suppression always wins the tug-of-war. So you've got this unit you've been planning for months, the weather finally cooperates, air quality's clear, and then there's a fire in Oregon and your sawyer and your holding specialist are on a plane. Done. Try again next year. Except next year the fuels are a little heavier. The year after that, heavier still.
You mentioned Cerro Grande. How present was that in your daily work, twelve years later?
Essie: (long pause)
It was the air we breathed. Institutionally, I mean. Though literally too, the Jemez is right there. I started my training three years after Cerro Grande. Every instructor referenced it. Every line officer I worked under had opinions about it. And people don't realize that Cerro Grande was a Park Service fire, not Forest Service. The Forest Service actually piled on the Park Service pretty hard at the time, which, you know, glass houses.1 But by the time I was burning, none of that mattered. The institutional takeaway had calcified into something simple: if your burn escapes, you're done.
What does "done" look like, specifically?
Essie: Your red card lists causes for decertification. "Deliberately disregarding identified safe practices. Ignoring prescriptive parameters identified in approved burn plans."11 Those are the formal triggers. But the informal reality is worse. There's a risk calculus that, look, I'll just say it the way a colleague said it to me once:
The agency is willing to trade the risk of a prescribed fire escape, which they will be blamed for, against increased risks from wildfire, which they won't be blamed for.12
That's the math. Not the ecological math. The career math.
That asymmetry seems like it would poison everything.
Essie: It's the only thing that matters on a Tuesday morning when you're deciding whether to light. If I burn and it goes fine, and it almost always goes fine, nobody gets a promotion. Nobody gets a commendation. The unit looks a little black for a while and someone complains about the view. If I burn and it escapes, I might need a lawyer. But if I don't burn and that unit catches a wildfire three years later and runs through a subdivision? That's a natural disaster. That's nobody's fault. That's "unprecedented conditions." You can build a whole career on unprecedented conditions.
Did you ever have a burn escape?
Essie: No. I was careful and I was lucky, which in this business are the same thing said two different ways. But I had spots. Spots outside the line that we caught. And every single time, the paperwork afterward felt like the system wanted me to confess to something. Meanwhile, I could look at units I'd treated five, six years earlier and see the fuels coming back. Research out of Sequoia and Kings Canyon showed treated areas accumulate back to 84 percent of pre-fire fuel loads within ten years in ponderosa pine.13 So the clock is always running. You burn a unit, you buy maybe a decade, and then you need to do it again. Except now you're fighting for the same crew, the same window, the same air quality approval, and the money went to mechanical thinning because thinning can happen ten or eleven months a year and doesn't come with the liability problem.14
The smoke issue. How real was that as a constraint versus how much was it a convenient excuse for managers who didn't want the headache?
Essie: Both. Genuinely both. A survey of Forest Service fire management officers found smoke regulations were the single most significant barrier to prescribed fire.15 But the Schultz study, sixty-some interviews across the West, found something more interesting. In the Intermountain West, people said air quality was a consideration but that funding, capacity, and internal agency dynamics were the primary limits.7 The air quality permit was the last piece of the puzzle, so it became the easy thing for managers to fixate on.7 It's structured. It has a deadline. It gives you a reason to say no that doesn't sound like "I'm afraid of the phone ringing."
But the smoke itself, yes, it's real. Inversions at night, even when daytime dispersion looks good.7 You light in the afternoon in a valley and by 2 a.m. the smoke is sitting on a town like a blanket. People call. People are angry. And they don't need to prove an air quality standard was violated. They just need to be angry enough that a district ranger decides burning isn't worth the phone calls.
What would you want someone reading this in 2026 to understand about that period?
Essie: (thinks for a while)
That we knew. That's the part that's hard to sit with. We knew what the forests needed. The science was settled, not in the way people use "settled" as a weapon, but in the way that we had core samples going back centuries and the fire return interval was 3 to 12 years and we'd excluded fire for a hundred.3 We knew the fuel loads were building. We knew the treatment gap was growing. The Forest Service said in 2000 we needed to treat 3 million acres a year for 15 years, and by 2012 we were doing maybe half a million.16 We knew what was coming.
And the system, not the people, the system, was designed to make it rational for every individual to do nothing.
I don't know what the version of that is for whatever people are dealing with now. But I'd bet my GS-9 salary there's a version of it. There's always a version of it.
