The Docket's Climate Past section occasionally publishes imagined interviews — composite portraits grounded entirely in documented institutional records, official reports, and verified operational data. No words are put in a real person's mouth; instead, we construct a plausible voice from the factual record. Cornelius "Pump" Verdin does not exist, but every detail of the system he describes does. If SWBNO's pump stations could talk, they might sound something like this.
We are sitting in a break room that smells like industrial lubricant and Community Coffee, somewhere inside one of the district pump stations along Broad Street. It is mid-August in New Orleans, which means 96 degrees outside and roughly 91 degrees inside, because the ventilation in a building designed to house early-twentieth-century machinery was never optimized for human comfort. Cornelius Verdin has been called "Pump" since his second week on the job thirty years ago, a nickname he tolerates the way you tolerate a cousin who shows up uninvited to every barbecue. He is on a twelve-hour shift. He has agreed to talk during a lull between afternoon thunderstorms, though he keeps one eye on a bank of gauges visible through the doorway.
You've been doing this for three decades. What does the actual work look like on a day like today?
Cornelius: Right now? Watching screens. Which sounds boring, but it's watching screens the way an air traffic controller watches screens. Nothing's happening until everything's happening. Today I'm monitoring pump availability, watching the frequency converters, keeping an eye on canal levels. Eight months ago I'd also be worrying about whether Turbine 4 was going to hold together, which was like babysitting a 110-year-old man who insists on running marathons.
The new Power Complex came online in December. Has that changed your daily life?
Cornelius: Completely changed it. Before December, we were generating our own electricity at a frequency that doesn't exist anywhere else in America. Twenty-five hertz.1 Entergy runs at 60. Our old pumps need 25. So for over a century, this agency was simultaneously a water utility and a power company, which is like being a restaurant that also has to grow its own wheat. Now we pull from the grid and the frequency changers convert it.2 I don't have to pray over a turbine from 1915 anymore.
But here's the part nobody puts in the press release. The pumps on the other end of that converted power? Those are still old. The electricity got modern. The machines drinking it did not.
Eighty-six to eighty-eight of ninety-three pumps available on a given day.3 That sounds pretty good.
Cornelius: Sounds great on paper. But "available" means "could run if we turned it on." Doesn't mean the canal feeding it isn't silted up with two to four feet of sediment.4 Doesn't mean the catch basins upstream aren't clogged. You know we don't even maintain the catch basins? That's a whole different city department.5
So I can have every pump in my station humming beautifully and the street outside is still flooding because the water can't get to me. Imagine you're a heart surgeon. You're fantastic. But somebody else is in charge of the arteries, and they've got maybe enough budget to clean six thousand out of eighty thousand per year.5
You've clearly had time to workshop that analogy.
Cornelius: Thirty years of twelve-hour shifts. You develop material.
The system is designed for one inch of rain in the first hour, then half an inch per hour after that.6 What happens when you get more?
Cornelius: Streets flood. And people don't understand that this is the design. They see water on Broad Street and they call their councilperson screaming about the pumps, and the pumps are running fine. The system was never built to swallow a three-inch-per-hour downpour. Nothing we operate can change that. The general superintendent said it himself: nothing can stop the city from being swamped, not even the new power complex.7
Let's talk about the thing underneath all of this. Literally underneath it.
Cornelius: [long pause, takes a sip of coffee] The subsidence. Yeah. That's the one.
The pumps remove water from the soil. The soil dries out and compresses. The city sinks. Which means the next rainstorm is worse. Which means you need to pump more.
Cornelius: You just described my entire career as a feedback loop. And yeah, that's accurate. The science is clear. Tulane, NASA, the city's own hazard office, they all say the same thing.8910 When you drain saturated soil, especially the organic stuff that used to be swamp, it oxidizes. Shrinks. The ground drops. More than half the city is below sea level now, and it wasn't always.11 The pumps did that. Not exclusively, but significantly.
So every shift I work, every gallon we move, we're solving today's problem and compounding tomorrow's.
There's a neighborhood out in the East, Michoud, where they stopped pumping groundwater when a plant shut down, and the land actually started coming back up. Six millimeters a year.12 Which proves the mechanism is real and partially reversible. But you can't stop pumping in Broadmoor. People live there. Their houses are there. You'd have four feet of water in their living rooms by Thursday.
Does that weigh on you?
Cornelius: [shifts in chair] I don't think about it in those terms. I think about it the way a pharmacist thinks about a drug that manages symptoms but wrecks your kidneys over twenty years. You don't stop filling the prescription. You just know what you're doing. The ground under this building is lower than it was when my father worked here. He was SWBNO too. Forty-one years. Never talked about subsidence. I don't think the word came up once in our house. But the math was the same whether he talked about it or not.
Your father worked here. And you can't hire from outside the agency for your position. It's a civil service promotional path, internal only.13 Is this job hereditary?
Cornelius: It's a civil service track that requires you to already work here in a lower classification, pass a written exam covering math, gauge reading, emergency procedures, mechanical comprehension, and then wait for a slot to open.14 You can't walk in off the street and become a pump operator. Which means when we're 150 people short, which we were as of last count, you can't just post on Indeed.15 You have to grow your own. My dad grew me. I've tried to grow a few. Some of them leave for Entergy, where the pay is better and the equipment was manufactured in this century.
Three and a half million dollars to maintain two billion dollars in assets.16
Cornelius: [laughs] When you say it out loud it sounds like a joke. It is a joke. A billion-dollar project backlog.7 No bonding capacity.16 Contractors don't want to bid because they're not confident they'll get paid.16 And the agency answers to four different public entities who are, quote, "continually at odds."16
I'm not a political person. But I can tell you what it looks like from inside the pump station. It looks like everybody's in charge and nobody's responsible.
You've been through twenty-two major flooding events since 2017.16 What does that do to the people who work here?
Cornelius: Makes you very calm during storms and very tired between them. You develop a kind of professional fatalism. Not about the work. The work I believe in. But about the idea that the system will ever be adequately funded or governed or understood by the people who depend on it.
Every time it floods, somebody goes on TV and says "the pumps failed." And I'm standing in the station watching every available pump run at capacity, and the problem is upstream in the clogged catch basins, or it's just raining harder than the system was designed for, or the canal hasn't been dredged in years because there's no money. But the story is always the same: the pumps failed.
After thirty years, what keeps you here?
Cornelius: [looks through the doorway at the gauges] Somebody has to run them. That's not heroic, it's just factual. If I walk away, the water doesn't care about my reasons. And I know these machines. I know which ones vibrate funny before they throw a bearing. I know what the canal sounds like when it's moving right. That knowledge is worth something, even if the pay scale doesn't reflect it.
Especially now, with the new power system. Somebody has to know the old equipment well enough to recognize when the new equipment isn't feeding it right. The frequency changed how the power gets made. It didn't change what the pump needs.
A gauge ticks upward. Verdin glances at it, then at the window, where the sky has turned the particular shade of green-gray that means a late-August cell is organizing over the lake.
Cornelius: We're done. I got work.
