The Waterport upgrade is dedicated to Port of Brownsville industrial development. A completed channel-deepening project brought the main channel to 52 feet. Committed port-adjacent projects, including a $3.2 billion shipyard, confirm the demand signal. The port's own State of the Port address in June 2026 characterized its project pipeline as representing more than $30 billion in potential investment across energy, advanced manufacturing, aerospace, and defense.
Substation capacity is system-level infrastructure. BPUB's public materials do not specify delivery points, voltage configurations, interconnection terms, or cost allocation for service to any specific industrial site.
