The first station took eleven minutes. Wren had the pygmy meter in the water by 6:47, counted revolutions at nine verticals across a channel narrow enough to spit over, and had her discharge within two percent of the station's computed value by 6:58. She logged it, photographed the staff gauge and the data logger housing, and was back in the truck before seven.
She checked the app. WBGT at the Rifle automated station read 21.4°C at 0700. The curve for the day showed it crossing 26 by noon, maybe 11:30 if the wind died. Five hours. After 26 her field work became legally unsupervised, which made it useless for state submission. The second station was forty minutes upstream, and the second station was the problem.
She pulled onto the county road and called Levi Trujillo for the third time. He picked up on the last ring.
"I'm coming," he said. "I told you I'm coming."
"I'm leaving Elk Creek now. I need you at the Divide gauge by seven-forty."
"Ms. Castellano, it's the Fourth of July."
"I know what day it is."
"My mom's been marinating since yesterday."
"Levi."
"I'm in my truck. I'm driving." Road noise behind him. "You really couldn't do this Tuesday?"
"The submission window closes Monday at five. State engineer's office isn't processing anything filed after that, and they're closed Monday for the holiday, which means electronic submission has to go tonight or tomorrow. I'm not filing numbers I haven't verified."
"My numbers are fine."
"Then this'll be quick and you'll make it back for lunch."
He hung up. Wren set the phone in the console mount and drove.
The road followed the creek upstream through a valley that was doing what valleys in this basin did now. She registered it the way you register a sound you've been hearing for years getting quieter. Tamarisk where the cottonwoods used to be. The channel visible from the road in places it shouldn't be. She didn't slow down.
Levi's truck was already at the pullout, which meant he'd been closer than he'd let on. He was leaning against the tailgate in a clean shirt, the kind you put on for family, jeans tucked into wading boots that looked new. Station key on a carabiner clipped to his belt loop.
"Happy Fourth," he said.
"Thanks for coming out."
"Didn't have a choice, did I."
"You always have a choice." She pulled her equipment case from the truck bed. "You chose right."
He grabbed her rod case before she could reach for it and started down the trail toward the gauge.
The Divide station sat on a straight reach below a riffle. Levi's district had installed it six years ago under a DWR measurement order, and Wren had done the original rating-curve work. The shelter was a fiberglass housing bolted to a concrete pad on the right bank, stilling well and shaft encoder inside. Levi unlocked it.
The encoder read 0.74 feet. Staff gauge in the channel: 0.71. Three-hundredths of a foot wasn't nothing, but it wasn't what she'd driven out here for.
"When did you last clean the intake?"
"Two weeks ago. Maybe three."
"Show me."
He waded in without hesitating. Went straight to the intake pipe, reached down, cleared gravel and a mat of algae by feel. The water was below his knees. He knew the channel. He'd done this dozens of times.
"It's clear," he said.
"Okay. I'm going to do a discharge measurement. Watch and tell me if anything looks different from your last one."
"I did one in June."
"I know. I read it. That's why I'm here."
The almost-smile left his face. "What's wrong with my June measurement?"
"Let me measure first."
She assembled the wading rod, checked the pygmy meter. Cups spun freely, no wobble. She waded in upstream of the gauge, found a cross section with reasonable geometry, and started working.
Eighteen feet across. Nowhere deeper than fourteen inches. She set verticals every two feet, nine stations plus edges. At each one she planted the rod, read depth, set the meter at 0.6 depth, and counted. The pygmy meter's clicks came through the headset at intervals she could feel in her teeth. Forty-five seconds per vertical. She recorded each count in the waterproof field book on her chest.
Levi stood on the bank. He didn't talk while she was counting, which meant someone had trained him at least that well.
The water was 58 degrees. Her feet went numb by the fourth vertical. The sun was on the back of her neck and the air was already in the high eighties. She checked her watch between verticals. 8:14.
At the sixth vertical she got a velocity of 0.08 feet per second. Held the count longer, sixty seconds. 0.09. Near the lower limit of what the pygmy meter could reliably register. She noted it and moved on.
By the ninth vertical she was summing partial discharges in her head. She waded out, sat on the bank, ran the numbers in the field book. Checked them twice.
"What'd you get?" Levi asked.
"4.2 cfs."
Quiet. Then: "The station's computing 5.8."
"I know."
He did the math, lips moving. "That's almost thirty percent off."
"Twenty-eight."
"My June measurement was 6.1 and the station read 6.3. Three percent. That's good."
"Your June measurement is the problem, Levi."
He sat down on a rock. The clean shirt was going to have dust on it. She pulled out her phone, opened his scanned June field notes from the state database.
"You used a Price AA meter."
"That's what the district has."
"The AA isn't rated below one foot of depth. Your depths were eight to fourteen inches. At those depths the meter's too close to the surface and the streambed at the same time. It over-registers. And your velocities." She pointed. "You recorded 0.31 at your fourth vertical. I just measured that same location and got 0.09."
"The flow was higher in June."
"Not three times higher at that point in the cross section." She looked at him. "You knew."
He turned the station key over in his hands. "I knew the AA was all we had."
"That's a different sentence, Levi."
"The district doesn't have a pygmy meter. Gary Montoya trained me on the AA before he retired. That's the equipment. That's the procedure. I followed it."
"And when the numbers came back high, you didn't flag it."
"They came back consistent. Station matched my measurement within three percent. That's what consistent looks like."
"Consistent with itself, sure. The creek has different numbers."
She checked the app. 8:32. WBGT: 23.1°C. The projection curve had steepened. Crossing 26 by 11:15 now. Less than three hours of admissible field time.
"Here's the situation," she said. "Your June measurement overstated discharge. The station's rating curve was updated using your measurements, so the computed values have been tracking your error. The station thinks there's 5.8 in this creek. There's 4.2. And the state submission that goes in this weekend uses computed daily values unless a field verification supersedes them."
Levi looked at the creek. It was moving slowly, catching light, looking like enough water if you didn't know how to count it.
"If you file 4.2, that changes the district's diversion record."
"Yes."
"For how far back?"
"I'd have to re-rate the curve. Could affect six months of computed values. Maybe longer."
"That's our whole irrigation season." He was watching her now with something harder than the almost-smile. "The Post-2026 modeling uses historical diversion records. Reclamation calibrates their Upper Basin factors against gage records going back to 2000. You knock our numbers down for the last two years, that feeds into the allocation models. Less water for the district. For years. Maybe permanently."
He knew more than she'd expected. Someone had explained the downstream consequences to him, or he'd figured it out himself. Either way he understood exactly what was at stake and had been maintaining the gauge with the wrong meter and nobody checking his work.
"You're not wrong about any of that," she said.
"So what are you going to do?"
"File accurate numbers."
"Those are accurate." He pointed at the station housing. "I measured. I followed procedure. The station computed off my rating. That's the system working."
"The system working with bad inputs still gives you bad outputs."
"My cousin runs three hundred acres on district water. My uncle has the place next to his. Forty families in this district, every one of them hanging on by the allocation they've got. You cut that by twenty-eight percent and half of them are done."
Her phone buzzed. WBGT projection updated. Crossing 26°C at 11:00 now. Wind dying earlier than forecast. Two and a half hours.
She still needed to re-measure at least three verticals with the pygmy meter to confirm her cross-section, photograph the streambed shift at the tail of the riffle, and document the rating-curve deviation in enough detail that the state engineer's office would accept her field verification over six months of station-computed values. Nobody had asked her to do any of it. She'd pulled the data on her own time, noticed the discrepancy on her own time, driven out on a holiday. The district hadn't hired her. The state hadn't hired her.
"I need to re-measure three verticals," she said. "You can help or you can go to your barbecue."
"If I help, does that change anything?"
"It means you'll see the numbers yourself."
He looked down the valley. Past the ridge, his family was setting up lawn chairs and pulling foil off dishes and someone had probably given the kids snap-and-pop fireworks that were already popping in the driveway.
"Show me how the pygmy meter works," he said.
She handed him the wading rod.
They were back in the water at 8:41. WBGT: 23.8. Wren set the first vertical and showed Levi how to read depth, position the meter at 0.6, hold the rod vertical, stay out of the flow path. He was careful. His hands were steady. He counted clicks the way she'd shown him, lips moving with each revolution, and when the forty-five seconds were up he read her the number without rounding.
0.11 feet per second. The station's rating said it should be 0.29.
He moved to the next vertical without speaking.
At 9:06 they had three confirmed verticals matching Wren's earlier measurement within five percent and diverging from the station's computed values by margins that couldn't be explained by anything except a rating curve built on overstated data. Levi carried the rod out of the water and sat down next to it.
WBGT: 24.7°C. Crossing 26 in maybe ninety minutes, less if the wind kept dropping. She still needed to document the streambed, photograph the cross section, write up field notes in submittable form, and drive back to cell coverage strong enough to upload.
"There's another option," Levi said.
She waited.
"You file your numbers for today. But you flag the rating curve as needing review instead of filing a retroactive correction. Today's reading goes in accurate. Historical record stays until someone does a formal re-rating."
"And then what?"
"Then the district gets a pygmy meter. I re-measure properly. We show the state the corrected numbers are still enough to justify the allocation."
"And if they're not enough?"
He looked at the creek. The light was flattening as the sun climbed, burning color out of the water.
"Then they're not enough. But at least we'd have measured it right."
Wren pulled up the submission form. Two fields that mattered: today's verified discharge, and the verification status of the station's rating curve. She could enter 4.2 and flag the rating as "under review," which was true. Or she could enter 4.2 and flag it as "failed verification," which was also true and would trigger an automatic hold on the station's historical computed values pending state review.
The difference between those two flags was six months of water for forty families.
Her phone buzzed. WBGT: 25.1. The projection had gone concave, accelerating. Maybe an hour before the threshold hit and everything she'd measured this morning became legally unsupervised work. Inadmissible for state submission. The station's computed values would go in by default. Levi's numbers would stand.
She looked at the form. She looked at Levi. He was watching her, and he knew what came next would cost him something, and he wasn't looking away.
"I need to photograph the cross section," she said. "Hold the rod at the first vertical."
He stood up and waded back in.
