In White Hall, Alabama, EPA technical assistance is available. The yards still flood.
White Hall is an incorporated town in Lowndes County, Alabama, population 806, sitting in the Black Belt between Selma and Montgomery. Its median household income is $32,000. It has 403 drinking-water customers. It has 46 wastewater customers.
Four hundred and three households receive water from the town. Forty-six are connected to the town's wastewater system. The rest handle it themselves, or they can't, and what happens when they can't is that raw sewage surfaces in yards after rain. The heavy clay soil that gives the Black Belt its name does not absorb effluent the way conventional septic systems require.
That clay links everything. It's the soil that made the region profitable for cotton plantations, the same soil that kept formerly enslaved families farming land that would never drain right, that defeats a $3,000 septic tank as thoroughly as it defeated a $300 one. No amount of technical assistance changes what the ground will and won't do.
EPA's Closing America's Wastewater Access Gap initiative identifies White Hall as a pilot community. The agency provides no-cost technical assistance: needs assessments, feasibility studies, rate studies, help with funding applications. In February 2024, EPA published a solutions plan laying out options. The plan is thorough, honest about what it doesn't yet know, and careful about its own limitations. It is also, as of this writing, a plan.
What the soil data says
USDA Natural Resources Conservation Service data indicate that 7 percent of White Hall's soil is suitable for traditional septic systems. Local wastewater professionals report a higher share may work. EPA's plan flags the disagreement and says more analysis is needed. This matters enormously. It determines which solutions are physically possible on which lots, and until site checks, topographic surveys, and soil analyses are completed, cost estimates remain what EPA calls Class 5 preliminary figures with 50 percent contingency built in.
The existing cluster treatment system, the one serving those 46 customers and the elementary school, was funded through a 2015 agreement between White Hall and USDA Rural Development. It uses a septic tank effluent pump system, aeration treatment, and a 20-acre drainfield off Freedom Road. Utility staff told EPA they found it easy to maintain and hadn't received odor complaints. By the measures available, it works.
It also can't expand. Permit limits cap the current system. So 46 households have functioning wastewater treatment, and roughly 357 do not, and the system that works for the few cannot simply be scaled to reach the rest.
The arithmetic of options
EPA's plan evaluates six alternatives. Set any of them against the community's rate base and the scale of the problem becomes immediate:

Even with federal grants covering most capital costs, operations and maintenance fall to a rate base of a few hundred households at a median income of $32,000. White Hall's large lots make gravity sewer more expensive because of the distance between homes.
White Hall has received $450,000 from Alabama's Clean Water State Revolving Fund through ARPA for master planning, and $70,000 from USDA's SEARCH program for a preliminary engineering report. EPA's road map projected that the master plan and engineering report would take 6 to 12 months starting in early 2024. Residents could expect to connect to a central or community system in late 2027 or early 2028, depending on the alternative selected.
I found no public update from 2025 or 2026 confirming that White Hall has selected a final alternative, secured construction funding, or begun construction. EPA's pilot page was last updated June 26, 2026, and still lists the initiative as active. The timeline may be holding. It may not. The public record doesn't say.
What happened when the federal government noticed
The institutional history here carries weight that the EPA plan, focused forward, doesn't fully convey. In 2023, the Departments of Justice and Health and Human Services announced an interim resolution agreement after investigating the Alabama Department of Public Health. The investigation found that ADPH had threatened Lowndes County residents with criminal penalties and potential property loss for sanitation conditions they lacked the resources to fix. It also found a pattern of inaction concerning the health risks of raw sewage exposure.
People were being punished for a problem they couldn't afford to solve, in soil that wouldn't cooperate even if they could.
In April 2025, the Washington Post reported that DOJ terminated that agreement. ADPH said it would continue working with subgrantees on septic installations until appropriated funding expired. The same reporting documented that residents have used pipes and ditches to redirect wastewater away from homes. Call them improvised, call them inadequate by any engineering standard, they represent people solving problems with the materials at hand because the institutional timeline runs on a different clock than the one their yards run on. Community engineering, because nothing else was coming.
So the federal government investigated, found that the state had criminalized people for conditions they couldn't remedy, reached an agreement, and then ended the agreement. EPA's technical assistance initiative remains active, separately. The plans exist. The engineering studies are funded. The options have been evaluated and costed, at least preliminarily.
The clay hasn't changed. The lots are still large, and the 357 households without functioning wastewater treatment still don't have it. The elementary school is connected. Most of the homes around it are not. White Hall has already been noticed. The problem has been noticed, studied, documented, investigated, litigated, and planned for. What White Hall is waiting for is the part where the plan becomes a pipe that carries waste away from homes and treats it before it reaches the creek. "Technical assistance available" is an accurate description of what EPA offers. It belongs to a different calendar than the one a family keeps when sewage pools in the yard after a July thunderstorm.
