



Maricopa County found that in 72% of indoor heat deaths where an air conditioner was present, it wasn't working. The equipment was there. It just didn't protect anyone. We kept finding versions of that everywhere this week. Johnstown's Army Corps flood system performed exactly as designed in 1977 and 84 people still died, because the flood came from a watershed it was never built for.
