The same El Niño outlook lands in four kinds of household in one California flood county. What happens next turns on just about everything except the weather.
On September 10, 2026, NOAA issued a seasonal outlook putting the odds of a very strong El Niño through the coming winter at better than 90 percent. Eleven days later the governor proclaimed a state of emergency to stage equipment, expedite flood-risk work, and position the National Guard. Two days after that, the state insurance commissioner reminded Californians that standard homeowners and renters policies generally exclude flood damage, and that a new flood policy usually doesn't take effect for 30 days.
All three announcements were public and widely reported. Anybody with a phone could have read every word.
What I wanted to know was what all of that amounts to at a kitchen table. So I followed the forecast into four household types inside one Central Valley flood region: Merced County, along the Bear Creek and Miles Creek corridors, where flooding has been documented repeatedly, most recently in January 2023, and before that during the 1997–98 El Niño, when Bear Creek crested at roughly 19.3 feet and more than a thousand people evacuated.
A word about method. Every household here is a composite assembled out of publicly documented conditions: FEMA flood maps, county hazard-mitigation records, Census data, California Department of Insurance filings, Housing Authority inventories, and local reporting. Nobody is quoted, because nobody here is a person. These are household types: a homeowner carrying flood insurance; a renter in a flood-prone neighborhood that FEMA hasn't mapped as high risk; a family that owns a mobile home sitting on rented ground; a farmworker in seasonal public housing. All four sit inside the same forecast zone, and the forecast reached all four on the same day.
A seasonal outlook is not a flood prediction. It doesn't say when the water comes or which street it comes down, and that uncertainty sits on all four households identically. What doesn't sit on them identically is the list of things they can do while it holds.
The homeowner with flood insurance
The forecast arrives on September 10. This household owns a site-built house inside a mapped Special Flood Hazard Area, which is FEMA's designation for high-risk ground, in the Bear Creek corridor. The mortgage is federally backed, so the lender required flood insurance as a condition of the loan. The policy has been in force for years: a National Flood Insurance Program contract, renewed annually, running somewhere between $650 and $895 a year under the pricing system FEMA calls Risk Rating 2.0, depending on elevation, distance to water, and replacement cost. Against Merced County's median household income of $65,510, that's about one percent of gross earnings.
By September 15 this household has called the insurer, confirmed the policy is current, and looked up the deductible. Over the weekend they clear the storm drains along the property line, move storage boxes off the garage floor, carry the photo albums and the documents upstairs. The county runs flood alerts, sandbag information, and a hotline. The governor's proclamation stages equipment and speeds permits for work upstream. All of it is real, and all of it arrives at a house that already has the one financial instrument that matters. The forecast turns into a to-do list, and the items on the list are things the household can finish.
This is the best position of the four, which is why the limits matter. The policy covers the structure to $250,000 and contents to $100,000. Deductibles apply, and the distance between what water ruins and what a claim pays back can run wide. Two feet standing on a ground floor for a day will take drywall, flooring, wiring, and appliances, and that bill can clear the deductible and keep going. NFIP policies also do not cover additional living expenses. If the house needs weeks or months to dry out, the family pays the mortgage on a house it can't live in and pays rent or hotel bills somewhere else. Nobody reimburses the second address.
In the March 1998 storms, more than 65 homes and 19 apartments flooded in Merced, and the National Weather Service put property damage at $9.6 million. That figure doesn't separate insured losses from uninsured, owners from renters, site-built from manufactured. What the homeowner with an active policy had, at minimum, was a claim to file. That's worth something. It's also the high end of what's on offer in this county.
The renter outside the mandatory-purchase zone
The forecast arrives on September 10. This household rents an apartment in Planada, an unincorporated community where residents told reporters after the 2023 floods that they had no flood insurance because nobody had mapped the area as high risk. The apartment sits outside FEMA's Special Flood Hazard Area, so the landlord's lender never required the landlord to carry flood coverage, and the landlord's ordinary property policy generally excludes flood. The renter's own policy excludes it too.
What the renter can buy is an NFIP contents-only policy, up to $100,000 on personal property. The 30-day waiting period applies. Buy on September 12 and coverage starts around October 12. Whether the rain waits that long is exactly the question a seasonal outlook can't answer. So the renter buys the policy, marks a date a month out, and watches the weather in between. The contents policy replaces belongings. It doesn't cover anywhere to sleep.
Meanwhile the homeowner up the road has been working through a list. The renter's list is shorter: move what matters off the floor, ask the landlord about sandbags. California law requires landlords to maintain premises fit for human occupation, effective weather protection included. But the statutes don't create a duty that a seasonal forecast triggers. Nothing requires a landlord to sandbag, elevate the building, or move tenants before water arrives. The question about sandbags is a request, and anybody who has rented knows the difference between a request and a claim.
After a declared disaster and a mandatory evacuation, the picture changes. SB 610, in effect since January 2026, discharges rent for the evacuation period and requires landlords to repair disaster damage within a reasonable time; prepaid rent generally has to come back inside set windows. Those are real protections, and all of them wait on an evacuation order and a disaster declaration.
FEMA Individual Assistance, the grants that cover temporary housing, personal property, and displacement costs, requires a presidential disaster declaration naming the specific place and the specific form of aid. A seasonal outlook isn't that. The governor's proclamation isn't that either. It directs expanded multilingual communication about weather, flooding, alerts, and evacuation readiness, and it doesn't come with a cash benefit, an insurance subsidy, or a housing entitlement.
So the renter's September: a contents policy bought and not yet in force, the valuables up off the floor, the weather checked every morning, and a set of legal protections sitting dormant until a disaster activates them. By October 1 the homeowner's list is done. The renter is still counting days to the start of coverage.
The mobile home park resident
The forecast arrives on September 10. This household owns a manufactured home on a rented pad at a park along the Bear Creek corridor, the kind of park the City of Merced ordered to prepare for evacuation in March 2023, when flooding displaced more than 600 city residents.
I've written before about the split that runs through life in a mobile home park. The resident owns the structure, meaning the walls and roof and appliances. The park operator owns or controls the pad under it, the drainage, the roads, the utility hookups, and the permission to stay. Floodwater doesn't observe the line.
On September 12 the resident calls the insurance company, and the call turns on a question the resident may not be able to answer. Is the home on a permanent foundation? NFIP coverage is available for a manufactured home if it sits on a permanent foundation and is anchored to resist flotation, collapse, and lateral movement. Plenty of mobile homes are financed as chattel, which is personal property, the way a car is, rather than as real estate carrying a mortgage. If the home isn't on a permanent foundation, or the loan isn't held by a federally regulated lender, the rule that pushed the homeowner up the road into coverage may not reach this household at all, even though the pad sits in the same Special Flood Hazard Area. By September 20 the resident may still not know whether a policy is available, never mind active. The park operator may not have records that answer the question in the form the insurer wants it answered.
The operator is required by the state housing agency to keep an emergency-preparedness plan: evacuation routes, emergency contacts, communications, help for residents who need it. Sometime in late September a notice about the plan goes around. That is a planning and notice obligation. It does not require the operator to supply transportation, alternative housing, or an actual evacuation. Public authorities decide whether an evacuation order gets issued. The plan describes how management and residents are expected to behave once somebody else makes that call.
If the park floods and the home is destroyed, the Mobilehome Residency Law requires management to offer renewed tenancy to former homeowners if it rebuilds on the same site. It does not require management to rebuild. Space rent stops during a mandatory evacuation. The structure the resident owns is gone, and the ground it stood on belongs to somebody else.
The farmworker in seasonal housing
The forecast arrives on September 10. This household lives in seasonal farmworker housing run by the Housing Authority of the County of Merced, migrant centers at Planada and outside the city of Merced, roughly 120 units between them. The Housing Authority has drainage and flood-resilience work under way at both campuses right now, paid for with disaster-recovery money from the 2023 storms.
On September 15 the crew is still working. The grant runs on a contract schedule, the weather runs on its own, and the forecast doesn't move the contract. The resident can see the work from the unit and can see that it isn't finished.
Tenure here is seasonal and conditional. The housing exists because the work exists. The county's state-required housing plan surveyed 1,225 farmworkers and found 2 percent reporting an employer who paid all or part of the rent, so most farmworker housing in the county is not employer-provided. The dependency still runs one direction. The housing is tied to agricultural work in the region, and flooding that takes out the fields takes out both at once.
After the January 2023 storms the county surveyed more than 300 farmworkers who missed work and didn't qualify for unemployment insurance. The median period of lost work was two weeks; the average was five. The county built a relief benefit of $300 a week, estimated that roughly 400 residents might qualify, and projected the cost at $600,000. That program was written, funded, and administered after the water went down. The forecast that preceded those storms produced none of it. The resident reading this September's outlook knows how the last one went. Whether the information turns into anything depends on whether the sequence runs the same way again, and on what's waiting at the other end if it does.
For the smaller number of farmworkers in employer-provided housing, including workers on H-2A contracts under the federal guest-worker program for agriculture, the legal structure is different and the dependency is tighter. Federal rules require the employer to provide free compliant housing, meals or cooking facilities, and daily transportation, and to secure replacement housing at no charge if the housing becomes unsafe. The Labor Department's disaster guidance says employers should comply with evacuation orders. None of that is set off by a forecast. It takes actual displacement. And if flooding makes the work impossible, whether the labor contract can be terminated is decided by a federal certifying officer rather than by the employer.
For these workers, housing, job, and income are a single arrangement, and flooding in the fields undoes all three.
October 1
I started this piece four times from the same date and the same county. Each time, the paths split within days.
The governor's proclamation stages pumps, positions the Guard, expedites permits, expands multilingual communication. Those are real actions, and they operate almost entirely between institutions. Nothing in it puts a new benefit in a household's hands. The homeowner with an active policy worked through a list all September. The renter waited on a contents policy to take effect. The mobile home owner was still trying to find out whether a policy could be written at all. And the farmworker watched a drainage crew race a grant deadline.
By October 1, one of them had finished a checklist. The other three were waiting on something.
Each household type described here is a composite built from publicly documented conditions in Merced County, California. Sources include FEMA flood maps, county hazard-mitigation records, Census data, California Department of Insurance guidance, Housing Authority inventories, and published local reporting. No individuals are depicted. The perspective of the agencies and forecasters who issue warnings is covered in a separate piece.
- NOAA's October 8 update: The seasonal El Niño outlook used in this piece is scheduled for revision, and NOAA's next diagnostic discussion could change the probability or expected strength that started these household clocks.
- The flood insurance gap: An Associated Press analysis estimated that 4.5 million federal policies cover 2.4 percent of U.S. properties while a private risk model flagged 8.4 percent as facing severe or extreme flood risk, with eastern Kentucky showing the starkest mismatch between coverage and exposure.
- Flood maps versus flood forecasts: NOAA recently expanded its experimental Flood Inundation Mapping service to cover nearly 100 percent of the U.S. population, but a GAO audit found that FEMA's own National Risk Index still lacks adequate guidance for emergency managers on how to apply its results alongside other tools.
- When "awarded" isn't "protected": A September GAO review found that FEMA's BRIC resilience program had awarded roughly half of $4.8 billion available across its first four cycles, with only 37 subgrants completing work — and one project's cost estimate grew from $40 million to over $60 million while waiting for its award.
