Farm Water

Some Farmers Face 20% of Allotted Water

Surface water shortages could limit some Colorado farmers to 20% of their allotted supply this season. Southwestern Colorado irrigators got 30% last fall. The state Division of Water Resources is warning of further curtailment calls through 2026.

Power Risk

Hoover Dam Output Could Drop 40 Percent

Reduced releases from Lake Powell may cut Hoover Dam's hydropower generation by up to 40% this fall. Upstream at Glen Canyon Dam, the situation is worse. If the reservoir falls below minimum pool elevation by September, power generation stops entirely.

Rules Deadline

Operating Rules Expire December 31. No Replacement Exists.

The shortage-sharing rules governing the Colorado River expire December 31, 2026. The Bureau of Reclamation's environmental impact statement is due before October 1. Seven states remain deadlocked. A Lower Basin bridge proposal pledging 3.2 million acre-feet in cuts through 2028 was submitted May 7. The Upper Basin has not signed on.

Arizona proposed cutting 27% of its allocation. California offered 10%. Nevada roughly 17%. Together: 3.2 million acre-feet in reductions through 2028. The federal government hasn't formally approved the plan. Until it does, the commitment is a letter, not a binding rule.

Upper Basin

Four Upper Basin States Didn't Sign the Deal

Colorado, Utah, Wyoming, and New Mexico are not party to the bridge deal. The Upper Colorado River Commission called it "insufficient." Last fall, southwestern Colorado farmers received 30% of their allotted water. Hydrology is already imposing cuts exceeding 40% of proven rights.

Tribal Rights

Senior Water Rights but No Seat at Table

Thirty federally recognized tribes hold roughly 25% of the basin's water in rights predating the 1922 Compact. Twenty-five sit in the Lower Basin. None has a decision-making seat. States represent tribal interests in negotiations. On the Navajo Nation, more than 30% of households still lack running water.

Agricultural Water

Half of All River Water Grows Cattle Feed

Irrigated agriculture takes roughly half of all Colorado River flows. Nearly two-thirds of that agricultural water grows feed crops for cattle. Under prior appropriation, junior-rights farmers face cuts first. Drought officials project some growers could receive as little as 20% of their 2026 allotments.

Groundwater Loss

Two Decades of Pumping Drained More Than Mead

Over twenty years, groundwater pumping across the basin exceeded Lake Mead's entire storage capacity. Seventy-five percent of that loss occurred in Arizona. The bridge deal governs surface water allocations only. Groundwater depletion runs on a separate, largely unregulated track.

No Deal

If No Deal the Interior Secretary Decides Alone

Current operating guidelines expire December 31, but the functional deadline is October 1, when the next water year begins. Without agreement, the Secretary of the Interior can impose Lower Basin cuts unilaterally as water master. Former officials warn any such action triggers litigation headed for the Supreme Court.
