On October 1, 2026, Tulsa's monthly residential stormwater charge went up seven percent, from $13.69 to $14.65. It sits on the combined utility bill between water and sewer, easy to miss if you aren't looking for it. Every house pays one charge, figured on the amount of hard surface on a standard residential lot: rooftop, driveway, patio, anything rain can't soak into. Businesses pay by their measured impervious area, so a strip-mall parking lot pays a good deal more than a bungalow does.
Multiply that $14.65 across every residential and commercial account in town and the city projects $61.16 million for fiscal year 2027. By law the money goes to stormwater and nothing else. It can't be borrowed for police overtime or street repaving or any of the other emergencies that eat a city's general fund. It pays for 156 authorized positions, 101 of them labor and trades jobs, meaning the people who actually run the equipment and keep the infrastructure working. It also covers debt service on past construction, transfers for new capital projects, and shared costs like billing and IT.
About seventy percent of the fee goes to operations and maintenance. That tells you what kind of outfit this is: a maintenance program that builds something now and then. In a country where a congressman will drive two hours to cut a ribbon and won't cross the street to look at a culvert, that ratio is unusual.
What eighty-five basins look like
Tulsa runs more than eighty-five detention areas, basins built to catch stormwater during heavy rain, hold it a while, and let it out downstream through controlled outlets slowly enough that the creeks below can take it.
Drive past one on a dry Tuesday and you might not know it was flood infrastructure. A dry-bottom detention basin can pass for a shallow park, with mowed grass sloping gently down to a low spot, maybe a walking trail around the edge, maybe a soccer field laid across the floor. The giveaway is the hardware. There's a concrete outlet structure at the downstream end, sized to let water out at a set rate, and there are inlet channels or pipes where runoff comes in from the streets and lots around it. The slopes are graded to send water toward the outlet and away from somebody's back door. In a big storm the basin fills, and the soccer field turns into a pond three or four feet deep at the low end, holding water that would otherwise hit the creek all at once. The outlet bleeds it off. Once the rain quits, the basin drains over a few hours and leaves behind mud, trash, and whatever else the runoff dragged in.
Some basins hold water year-round. These are retention ponds with controlled levels, riser structures behind chain-link, and algae that has to be treated four times a year. Some double as trails or wildlife habitat. Every one of them needs regular attention, because a detention basin nobody maintains is a hole in the ground that holds a little less water every year.
Sediment fills them. Vegetation chokes the outlets. Embankments wash out. Debris plugs the inlets. A basin that's been ignored for a few seasons holds less than it was built to hold, so it sends more water downstream than it was built to send, so the creek below comes up higher than the engineers figured it would. I spent five years on ships, and the first thing you learn is that rust doesn't take days off. You chip and paint every watch or the sea eats the vessel out from under you. A basin goes the same way, quietly, one unmowed season and one clogged inlet at a time, and nobody notices until the next hard rain.
The city's maintenance guidance calls for checking inlets, outlets, embankments, spillways, sediment buildup, trash, erosion, unwanted vegetation, and algae. In the 2024–2025 reporting year, crews mowed the maintainable areas fourteen times, kept up 27.8 miles of access trails, treated sixty-seven acres of wet ponds for algae four times, and moved roughly 85,882 cubic yards of material cleaning out sediment. In the wet ponds that means draglines and bucket dredges working from the bank or from floating platforms. In the dry basins it means bulldozers and backhoes scraping out silt so the basin can hold what it was designed to hold. That's what the $14.65 buys: operators running heavy equipment in muddy holes so the next storm finds the storage the engineers promised.
Past the ponds, Tulsa keeps an inventory of about 1,174 miles of storm-sewer pipe, more than 36,000 catch basins and inlets, 978 miles of roadside ditch, and fourteen pump stations. That same year, crews inspected about nine and a half miles of pipe, cleaned nearly nineteen, and repaired or replaced 1,128 feet of it. They inspected or cleaned 1,888 inlets and fixed 125 more, cleared sediment out of almost forty thousand linear feet of roadside ditch, and logged 652 maintenance jobs at the pump stations.
When all of it works, nothing happens, which is the whole idea and also the political trouble with it. The $14.65 shows up on every utility bill, but the flood that didn't happen because a basin caught the runoff is invisible. Every council member who votes to keep the fee is asking voters to go on paying for something they can't see.
What happens before you build
Tulsa requires a watershed development permit before anybody builds, grades, paves, fills, or otherwise moves dirt in a way that affects drainage. Development Services reviews projects in or next to both the city's regulatory floodplain and the federal one, applying whichever standard governs the site. Homes generally have to put their lowest floor at least a foot above the governing flood elevation. Drainage plans have to show that the project won't make flooding deeper or more frequent on the neighbors' property.
That last rule sounds simple. Enforcing it takes hydrologists, engineers, inspectors, and permit reviewers, and it takes a city government willing to tell a developer his drainage plan doesn't pass. Those people have to show up every day, year after year, long after most folks have forgotten why the rules were written.
In 2024–2025, the city issued 121 infrastructure-development permits, logged 367 projects as completed and stabilized, ran 2,403 erosion-control inspections at 877 construction sites, and took eight formal enforcement actions. It doesn't publish how many proposals got turned down or sent back for redesign because of stormwater review, which makes it hard to tell how much work the rules are doing before a shovel ever goes in the ground.
The insurance discount
FEMA runs a program called the Community Rating System that grades cities on how they manage flood risk and rewards the better grades with cheaper flood insurance for residents. The scoring covers floodplain mapping, public information, development rules, reducing property losses, drainage maintenance, warning systems, and response planning. Points come from documented work that keeps going.
Tulsa joined in 1991 and now holds a Class 1 rating, the top of the scale, where most participating communities land somewhere between Class 5 and Class 9. Class 1 brings a forty-five percent premium discount on flood policies in the designated high-risk zone and ten percent on eligible policies outside it. As of 2025, Tulsa had about 1,100 active flood-insurance policies.
That discount comes from sticking with it. It depends on keeping records, running programs, enforcing rules, and documenting all of it well enough to get through periodic federal review. If the city quit the work, stopped maintaining the ponds, stopped reviewing development plans, stopped tracking which properties keep flooding, the rating would slide and premiums would climb. Nobody gets to own a Class 1. The city keeps it only as long as it keeps doing the work.
Tracking what keeps flooding
Tulsa runs a repetitive-loss analysis program that picks out properties with multiple flood-insurance claims and digs into why they keep flooding. The city council adopted an updated set of these analyses in September 2026, reorganizing the city into eleven basin-based study areas holding forty-five active analysis zones and sixteen areas classified as mitigated.
Each analysis pulls together insurance claim history, property records, drainage patterns, storm-sewer plans, field inspections, and resident complaints to figure out whether the repeat claims come from creek overflow, undersized drainage, water running overland, a building sitting too low, or something else. Federal privacy rules keep claimants' exact addresses out of print, so the reports group nearby properties into study areas and describe what they have in common and what might fix it.
As of April 2025, Tulsa counted seventy-four unmitigated repetitive-loss properties across sixty-seven adopted plans, and FEMA had confirmed eighteen properties in seven areas as fully mitigated. The October 2026 reorganization redrew the map, so the numbers don't line up one to one. Going from sixty-seven plans to forty-five active zones reflects consolidation and shouldn't be read as twenty-two areas getting fixed.
Joe Creek, on Tulsa's south side, has the most active analysis areas, eleven of them. That's where the system's unfinished business is piled up.
Not many cities keep this kind of list. Most don't maintain a running, publicly adopted inventory of the places where their flood program hasn't solved the problem. Tulsa does, updates it, and puts it in front of the council for a formal vote. Whether the list leads to anything getting fixed depends on money, on property owners signing on, and on political will, and the analysis can't promise any of those. But it exists, it's current, and anyone can read it. A city willing to publish where its own failures are has at least gone to the trouble of finding them.
The question the weather hasn't answered
Tulsa's own institutional history makes two claims that ought to travel together. One: no building constructed in compliance with the city's comprehensive stormwater regulations has recorded flood damage. Two: the urban creek system hasn't seen rainfall comparable to the 1984 storm since 1986.
The city has had real weather since then. An Arkansas River flood in October 1986 broke through a private levee and damaged sixty-four buildings. Flash flooding in May 2009 dropped two to three inches an hour on parts of north Tulsa. In May 2019 the Arkansas hit its second-highest recorded crest. Those events tested pieces of the system under different conditions. None of them repeated 1984, which was eight hours of extreme rain sitting right on top of the urban creeks.
The 1984 storm put more than twelve inches in some gauges and beat the hundred-year rainfall threshold at every measured duration. The storms since have been shorter, or weaker over the creek basins, or spread out differently, or driven by the Arkansas instead of by rain falling on the city itself. The system has shown forty years of steady governance, real maintenance, and good performance in the weather that actually showed up. It hasn't been tried against a rerun of the storm that built it.
Forty years of maintenance, regulation, development review, and institutional staying power is a remarkable thing for any American city to have pulled off. Whether it all holds when twelve inches falls in eight hours on a Saturday night in May is a question only the weather gets to answer.
What Tulsa has bought, at $14.65 a month, is the ability to meet that question with something besides surprise. Coming from a species with a long and well-documented preference for being surprised, that counts for something.
