The Docket's Lab section occasionally constructs hypothetical interviews — conversations with composite characters drawn from published research, professional literature, and documented expertise rather than from a single real person. Magnolia Thibodaux is one such character. She is not real, though everything she describes is.
After a Gulf Coast hurricane, the most consequential visitor to your property might be a woman carrying a mallet, a pair of binoculars, and a clipboard. She's a certified arborist — specifically, one holding the ISA's Tree Risk Assessment Qualification — and she's been hired to answer what sounds like a yes-or-no question: Is this tree going to kill me?
It never is yes-or-no. The International Society of Arboriculture's formal risk assessment framework requires evaluating three things: the likelihood of failure, the likelihood of impact, and the severity of consequences.1 That calculus gets performed on a living system currently standing in saturated soil, stripped of half its canopy, and leaning six degrees closer to a house than it was last week. The arborist is reading probability in wood and dirt. The homeowner is reading threat.
Magnolia "Maggie" Thibodaux has been doing post-storm tree assessments along the Gulf Coast for seventeen years. She's TRAQ-qualified, based out of Pensacola, and has worked the aftermath of every named storm to hit the Florida Panhandle since Ivan. We met her — hypothetically — at a Waffle House on Mobile Highway, between a morning assessment in East Hill and an afternoon callback in Cordova Park. She had red clay on her boots, a resistograph case on the bench seat beside her, and opinions about the coffee.
When you walk into a yard after a storm, what are you actually looking at?
Maggie: Species. Always species first. Before I even look at the damage, I need to know what I'm dealing with. A live oak with 40 percent canopy loss is a completely different animal than a laurel oak with 40 percent canopy loss. The live oak compartmentalizes. It walls off decay, it recovers. It's been doing this on the Gulf Coast for three hundred years. The laurel oak? Already rotting inside by the time it turns forty. Same damage, completely different prognosis.2
Then I look at the ground. Where is the soil heaving? Cracks near the root flare? How wet is everything?
Because here's what people don't understand: the storm isn't over when the wind stops. The soil is still saturated. The roots are sitting in water that's turned the grain-to-grain friction into basically nothing. A tree that survived hundred-and-ten-mile-an-hour gusts can topple in a twenty-mile-an-hour breeze three days later because the ground hasn't dried out.3
The Vinson study from UF found that post-hurricane fear of trees increased significantly but wasn't correlated with actual property damage. Does that match what you see?
Maggie: Oh, completely. I had a client last year. Beautiful property, mature canopy, a couple of slash pines and a gorgeous live oak. One pine dropped a limb on her car. Not the house. The car. And she wanted everything down. Every tree on the lot. I'm standing there looking at this live oak that's been through Opal, Ivan, Sally, and whatever we're calling this year's storm, and it's magnificent. Some leaf loss, a couple of secondary branches down, nothing structural. She's looking at it like it's pointing a gun at her bedroom window.
That study you're citing — the three to ten percent fear increase — I actually think it understates it, because the people who respond to Extension surveys are already the ones who care about trees.4 The general population? I'd guess it runs much higher.
So what do you say to her?
Maggie: I show her the assessment. I walk her through what I'm looking at: the root flare, the branch unions, the wound wood, the lean. I explain that this tree has a documented risk rating, not a guess. And then I say something that makes me deeply uncomfortable, which is: "This tree is not the thing that's going to hurt you."
She doesn't believe me. Why would she? She heard it come down on her car at two in the morning. I wouldn't believe me either.
You mentioned pines. Those seem like a particular problem.
Maggie: Pines are the worst conversation I have. A pine can look completely fine — green crown, standing straight, no visible damage — and be dying. The trunk bending and root micro-ruptures from the storm are invisible. Six months later, the needles start yellowing. A year later, it's dead.5 So I'm telling a homeowner, "I think this pine is okay, but I need you to watch it for two years, and I can't promise you it won't fail." That is a terrible thing to tell someone who just lived through a hurricane. They want certainty. I'm offering monitoring. Nobody has ever thanked me for that.
Let's talk about the competing hazard. What happens after the tree comes down.
Maggie: [She pauses, stirs her coffee, looks out the window at the parking lot.] This is where I wander into territory that isn't mine, professionally. My assessment ends at the dripline. But I've been doing this long enough to see the pattern play out.
You take down a mature shade tree on the west side of a house in Pensacola. You've just removed the thing that was blocking afternoon sun from hitting that roof and those windows for thirty, forty years. The cooling season here runs May through October. That house is going to run hotter. The AC is going to work harder. Whether the electrical panel in a 1987 ranch house can handle the additional load — that's an electrician's question, not mine. But I can tell you the question exists, and nobody's asking it in the moment.
Then multiply it. One tree on one lot, fine. But I've walked blocks after storms where every other house has a fresh stump where a canopy used to be. Research shows cooling efficiency is highest where existing canopy is already substantial.6 You start pulling trees out of a neighborhood that was built under a mature urban forest, and you're changing the microclimate of the street. Not just one family's power bill.
Can you assess that?
Maggie: No. I assess one tree at a time. That's the scope of a Level 2 assessment. I can tell you this specific live oak, at this lean, in this soil condition, over this target, is at this risk level. I cannot tell you what happens to the block's temperature when six of your neighbors also take their trees down. I cannot tell you which direction next year's storm comes from. I can't tell you whether the root damage from the patio your previous owner poured in 2014 has been quietly destabilizing this trunk for a decade.7 I can look for signs of that last one. But I can't see through soil. Nobody can.
You carry professional liability either way. How do you think about that?
Maggie: If I say keep it and it falls on someone, that's on me. If I say take it down and it would have lived another fifty years — shaded that house, held that soil, buffered the next storm — that's also on me, even if nobody sues over it. I carry it either way.
The ISA guidance says "many trees can be saved with appropriate treatment" and that we should help people "avoid unnecessary loss."8 But unnecessary is a word that only makes sense in retrospect. At the moment of assessment, I'm standing in mud, looking at a cracked branch union, with a homeowner behind me who hasn't slept in four days. I'm making a probabilistic judgment about a living system in its worst possible condition. And I'm writing it down, because that clipboard is my only defense if I'm wrong.
What would you want homeowners to know before the next storm?
Maggie: Hire an arborist before the storm. Eight percent of people in that UF study had ever hired one before the event.4 Eight percent. Get your trees assessed when they're healthy, when the soil is dry, when nobody's scared. Find out what you've got. Because the week after the hurricane is the worst possible time to make a thirty-year decision about your property. You're exhausted, you're afraid, and the guy with the truck and the chainsaw is right there offering to make it all go away for twenty-five hundred dollars.
And sometimes he should. Some trees genuinely need to come down. But a lot of them are just scary. A tree that scares you and a tree that's going to fall on your house are two different problems. I get called for the second one, but mostly I'm dealing with the first.
