The Wall Behind the Happy Couple Is Literally Missing

Celie Broussard is not a real person. She is a composite character whose biography, observations, and professional vantage point are drawn from documented conditions across Gulf Coast recovery communities. Her events are fictional; the spaces, patterns, and ambiguities she describes are not. We built her because the perspective she occupies — present at private celebrations in damaged spaces, watching what no dashboard tracks — exists in the world even if she doesn't. If you are a Gulf Coast event photographer who recognizes yourself in this interview, we'd like to hear from you.

Celestine "Celie" Broussard spent a decade as an insurance field adjuster in southwest Louisiana before picking up a camera in 2016. She has since photographed weddings, quinceañeras, senior portraits, and birthday parties across the stretch from Lake Charles to Beaumont, a corridor that has absorbed Hurricanes Laura, Delta, Ida, and now the early aftermath of Isaias. Her clients book her to document celebrations. What she has ended up documenting is what recovery looks like when nobody with a clipboard is watching.

We met at a coffee shop on Ryan Street in Lake Charles that reopened fourteen months after Laura tore off its roof. Broussard arrived with two camera bags and a binder of prints she'd pulled for the conversation. She ordered black coffee, changed her mind, and got a latte. "I used to be a black-coffee person," she said. "Then somewhere around Delta I decided that denying myself small pleasures was not actually building character. It was just making me tired."

You've called your work "the unofficial economy of getting back to normal." What does that look like on a Saturday afternoon?

Celie: It looks like the groom's uncle finishing drywall in the hallway because the ceremony's tomorrow and that wall has been bare studs since Laura. The flowers are from the Walmart in Sulphur. The extension cord running the speakers goes out through a window because the outlets on that side of the house aren't live yet. And the bride looks — I mean, she looks beautiful. She looks like a bride. Behind her is a house that FEMA would still classify as "in progress," or whatever the term is. I've stopped keeping track of the terms.

So I'm composing shots around what's finished and what isn't. That's the job now. I used to frame around light. Now I frame around sheetrock.

When did you first notice you were seeing something the usual recovery story doesn't account for?

Celie: There was a quinceañera, 2021 or early 2022. The church sanctuary had mold — they'd flooded after Ida and remediation was still months out. So the whole celebration moved to the fellowship hall. Folding tables, fluorescent lights, someone had hung streamers from the drop ceiling tiles. And the girl's dress was the dress. Her family had spent real money. I remember standing there thinking: the sanctuary is condemned and this dress costs more than my car payment. Both of those facts are just sitting in the same room together, perfectly comfortable with each other.

That was when I stopped framing these events as "celebration despite damage" and started seeing them as celebrations organized around damage. The fellowship hall wasn't the backup plan. It was the only reason the quinceañera could happen at all. The mold made the party possible, in a weird way, because nobody had to pretend the sanctuary was fine.

You've said that discretionary spending is "genuinely ambiguous evidence." What do you mean by that?

Celie: Okay. When I see matching shirts at a family reunion, or real flowers instead of grocery-store bunches, or a three-tier cake, part of me thinks: this family has margin again. They're spending on beauty, which means the essentials are covered. Good sign.

But I was an adjuster for ten years. I know what an insurance settlement looks like when it hits a checking account. Sometimes the matching shirts mean the check cleared last Tuesday. The roof still isn't done. There's just cash in the account for the first time in months and someone decided to spend part of it on something that feels like before.

And then there's a third possibility, which is harder to talk about. Sometimes people throw a party because they cannot sit through one more benefit dinner where they're the ones being helped. They need to be the ones hosting. That's not recovery. I don't know what to call it. Dignity under pressure, maybe. Or performing normalcy because the alternative is unbearable. Probably both at once.

I watched a family set up a birthday party in the one finished room of their house. They'd been living in a trailer in the yard for eight months. And the whole project of finishing that room got organized around the kid's birthday. The birthday gave them a deadline that wasn't FEMA's deadline. It was theirs.¹ That mattered in a way I don't think shows up on any form anyone fills out.

Does the distinction between actual recovery and performance of recovery matter?

Celie: I go back and forth. If you're trying to build policy on it, sure, the ambiguity is a problem. You can't allocate resources based on whether someone booked a photographer.² I understand that.

But I'm standing in the room. And what I see is real.

Then my photographs go on Facebook and people in Houston see them and think Lake Charles is bouncing back. And I want to say: the wall behind the happy couple is literally missing. You can't see it because I framed it out. That is what I do for a living. I make ruin look theatrical. I make damage into a backdrop for joy. Sometimes it genuinely is joyful. And sometimes I'm helping a family project a recovery that hasn't arrived yet.

You're aware of that tension while you're shooting?

Celie: Every photograph is selective. That's not a climate thing, that's Tuesday. But in this context, specifically, there's published research on how post-disaster spaces get visually restaged as "recovered" through media and tourism long before residential neighborhoods come back.⁴ I'm doing a version of that at a much smaller scale. One lady with a Canon. But the mechanism is the same: the image circulates without the context. The pretty picture does its work and nobody asks about the extension cord.

What do you think agencies miss when they measure whether a community is recovering?

Celie: They can't fund "holds Thanksgiving." They can't put "booked a photographer" on a dashboard. And I'm not saying they should. Imagine the grant application. "Please describe how the celebration demonstrated measurable progress toward pre-disaster functionality." I'd love to see someone try.

But the thing they're trying to get at — whether a community is coming back to life — that's exactly what I'm watching happen or not happen. When someone spends money on something unnecessary, that's a signal. It just means about four different things simultaneously, and you can't tell which one without being in the room.⁵

Do the celebrations ever put pressure on people to seem okay?

Celie: Yes. I've watched someone give a toast about how grateful they are, and you can hear it — they're performing gratitude because the alternative is falling apart at their own kid's party. And everyone in the room knows. And everyone agrees, silently, collectively, to let it stand.

I don't photograph that part. Maybe I should.

What would you want someone reading recovery data to understand about what you see?

Last question. Do you still enjoy this work?

Celie: I love this work. More than adjusting, which mostly involved telling people what their loss was worth in a dollar amount they'd find insulting. Now I show up and someone has decided that today, in this room, with these people, something good is happening. My job is to prove it happened. Even if the room's not finished. Even if the proof is complicated.

I'll take complicated proof over clean estimates any day of the week.
