The Docket asked a question no one seems to ask after a climate retrofit ribbon cutting: what happens to the person who has to keep the building running? We went looking for that person. We didn't find her. Or rather, she exists in 14 school districts across 11 states whose problems were documented anonymously by the HVAC Change Lab1, in EPA guidance that quietly assigns life-safety discretion to whoever happens to be standing in the mechanical room2, and in the structural gap between capital budgets and operating budgets that every public-sector facilities professional understands in their bones3. So we built her from the record. Every operational detail below is documented. The person is invented. If you recognize her, that's the point.
Dee Damper is a composite: a facilities manager at a retrofitted urban elementary school, formerly an HVAC technician, now responsible for maintaining systems she wasn't consulted on and can't fully control. She agreed to meet us in the boiler room, which no longer has a boiler.
You inherited this building about sixteen months after the capital project closed out. What did you actually receive?
Dee: A binder. A very nice binder. Color tabs. The commissioning report, the sequence of operations, the as-built drawings. I'm not being sarcastic. Someone put real work into it. But a commissioning report tells you what the system was doing on the day they tested it. It doesn't tell you what it's doing in February when a zone valve is hunting and your BAS is throwing fault codes you've never seen and the vendor's earliest availability is Thursday.
So I got the binder. I did not get the engineering license for the building automation system. I did not get a maintenance budget line that reflected the new equipment. I did not get a single hour of training. That happened before I was here, for people who are no longer here. And I did not get a say in the design. There was a value-engineering round where they cut scope to hit budget. I've seen the change orders. They downgraded the controls package. So the system I'm maintaining is the version that survived procurement, not the version that was designed.
One urban district in the HVAC Change Lab's field research described being "dependent on the vendor for expensive routine adjustments."1 That sounds familiar?
Dee: I could have written that sentence. I have a proprietary BAS. I can read the dashboard. I can see my setpoints, my schedules, my alarms. What I cannot do is change the sequence of operations without calling the installer. And the installer charges me a service call every time. I'm a licensed HVAC technician. I could make this adjustment in twenty minutes with a cup of coffee in my other hand. But the software license belongs to them, not to me, and my district's procurement office didn't know to require an open protocol when they bid the project.4
So I call. I wait. I pay. And then I explain to my principal why the third-floor classrooms were 78 degrees for two days because I couldn't override a scheduling conflict in the controls. She's very understanding about it, which almost makes it worse.
How much institutional knowledge about this system exists in your district right now?
Dee: You're looking at it.
The school is designated as a community cooling center. EPA guidance for facilities managers running schools as cleaner-air and cooling centers lists year-round MERV-13 filtration, pre-event maintenance, real-time diagnostics during events, building pressurization balancing, carbon filtration for smoke.2 That's a lot of operational weight for one person and a binder.
Dee: Let me back up, because when people hear "cooling center," they picture opening the gym doors and putting out water bottles. That is not what this is. If you're going to run a building as a cleaner-air shelter during a smoke event and a cooling center during a heat wave — and those happen simultaneously now, that's just the calendar — you're asking the HVAC system to do something it doesn't do on a regular school day. You're running higher fan speeds to overcome the pressure drop from better filters. You're trying to maintain positive building pressure so smoke doesn't infiltrate through the envelope. You're monitoring CO2 and particulate in real time, if you have the sensors. I do have the sensors. They're on the same proprietary BAS I just told you about.
And here's the part that keeps me up. EPA's own guidance says that CDC and ASHRAE recommendations for these scenarios don't always align, and that it's "up to the facility manager to decide what is best for their facility."2 That's me. I'm the facility manager. I have no epidemiologist on speed dial. I have a binder and a vendor I can't reach on weekends.
The capital project created a public promise — this building is a safe place during climate emergencies — and the person responsible for delivering on that promise is whoever happens to be standing in this mechanical room when the air quality index hits 200.
Do you think the retrofit was a mistake?
Dee: God, no. The kids in this building have heat pumps and filtered air and they're not sitting in a 121-year-old steam-heated box anymore. That matters enormously. The retrofit was the right call. What wasn't the right call was treating it like a project with a completion date. A capital project has a completion date. A building doesn't. The grant closed. The equipment is still running. The filters still need changing — I'm not going to get into the filter budget, that's its own conversation — but every piece of equipment in this building is a claim on my time, my budget, and my institutional memory, every single day, forever.5 Nobody budgeted for forever.
The HVAC Change Lab found that new heat pump systems typically start generating fault codes within twelve to eighteen months of commissioning.6 You're right in that window.
Dee: I'm aware. I have a spreadsheet. I call it "the forecast." Every piece of equipment, its install date, its warranty expiration, and my best guess at when it's going to need its first non-warranty repair. The warranty clock and the operating clock are two different clocks, and they do not synchronize. Right now I'm in the sweet spot where things are starting to drift but I can still call the installer under warranty. In about six months, every one of those calls becomes a line item I have to justify to a budget office that didn't plan for this equipment to exist.
I sometimes think about the person who had my job before me, who left before the retrofit was done. Smart move, honestly. She got the old building, which was falling apart but at least she understood it. I got the new building, which works beautifully until it doesn't, and when it doesn't, I need a software license and a purchase order to find out why.
What would you want the people who designed this project to know?
Dee: That I'm grateful. Genuinely. And that a ribbon cutting is not a maintenance plan.
I'd want them to sit with me for one compound event. One day where it's 98 degrees outside and the AQI is 180 and the gym is full of neighbors and the BAS is throwing a fault on the rooftop unit and I can't reach the vendor and the principal is asking me if the building is safe. Sit with me for that afternoon. Then tell me the project is complete.
