What exactly changed? Find the verb. "Awarded" is not "paid." "Present" is not "functioning." The document describes what an institution did. Ask whether that changes anything at your address yet.
Who controls the next step? Name them. A servicer, a county office, a contractor. You're the one living with the consequences, but the remedy might sit in someone else's queue for months.
What costs keep running while I wait? Arizona's summer shutoff moratorium keeps power on, but charges still accrue. A buyout award doesn't pause your mortgage. The clock you're on and the clock the program is on are rarely the same.
What has to be true for this to actually protect me? "Cooling center open" and "I can safely get there tonight" are two very different sentences. So are "system funded" and "safe at the tap."
